Icy rains force 58,000 to evacuate in southern China

 Torrential icy rain across five provinces in southern China has forced 58,000 people to evacuate from their damaged homes, causing economic losses of $203.8 million, the ministry of civil affairs said on Wednesday.


Freezing rain has pummeled the provinces of Jiangxi, Hunan, Chongqing, Sichuan and Guizhou in the past few days, killing one person and causing more than 1,200 houses to collapse, the ministry added.


The harsh weather in southern China, where winter is usually relatively mild, has damaged 142,400 hectares of crops in the provinces that produce rice, timber and coal and caused economic losses of 1.35 billion yuan ($203.8 million) as of Tuesday, the ministry added.


In southwestern Guizhou province, 22,800 people were forced to evacuate from their homes on Tuesday, state news agency Xinhua reported.


The icy weather and sleet have paralyzed traffic and strained power networks in some areas ahead of the vast migrations of people for the Lunar New Year holiday next month.


Highways in Guizhou have been clogged in the past few days, leaving thousands stranded in their cars as almost all expressways in the province were closed, said the Guizhou Provincial Department of Transport.


On Tuesday, traffic slowly returned to normal in Guizhou as all ice-covered highways reopened after being closed for over 30 hours. Guizhou’s provincial weather forecaster warned that it could take five more days for the cold and rainy weather to subside.


In early 2008, freezing weather across southern China caused power cuts and transport chaos, preventing many residents from spending the Lunar New Year with their families. The disruption rippled across the region, causing a brief spike in food prices.

Nearly 58,000 people register for jobless allowance in HCMC

Ho Chi Minh City’s Job Introduction Centre has announced that as of December 15, 57,633 people have registered to claim unemployed benefits and nearly 48,000 people have received jobless allowance during the month.


Mr Thang said that some unemployed people have complained about receiving their unemployment pay late and in some the cases; some people have not declared their unemployment status to the authorities.


According to the Ministry of Labor, Invalids and Social Affairs (MOLISA), people who are eligible to claim unemployment pay, are those who have paid their premiums for at least the last 12 months and have signed up with a local job centre. People need to register for unemployment benefits, seven days after losing their jobs. Within 15 days of registration, laborers have to submit applications for unemployment allowances and any other supporting documentation.


HCM City has seen the greatest number of jobs losses since January 1 this year, and it accounts for 50% of registered unemployed nationwide.

As many as 58,710 Vietnamese workers had been sent to work abroad by the end of September this year, reported the Overseas Labour Management Department under the Ministry of Labour, War Invalids and Social Affairs.


According to the Overseas Labour Management Department, most workers left for traditional markets such as Taiwan, the Republic of Korea and Malaysia. Reportedly, Taiwan ranks the first with 20,621 Vietnamese guest workers, then comes Malaysia (6,113 people), UAE (4,823 people), Laos (4,681) and the Republic of Korea (3,441).


Besides, the Overseas Labour Management Department has allowed six enterprises, including Oleco, Gmas, TTLC, Hoang Long, Sovilaco and Hadico to exploit the Israeli market.

58 million USD for environment project in Quy Nhon

Binh Dinh (VNA) – Quy Nhon city in the central province of Binh Dinh is implementing an environmental sanitation project worth almost 58 million USD, with nearly 46 million USD coming from the ODA capital.
The project, carried out from 2007 to 2014 , involves six components, including the construction of a drainage system, a waste collection system and 3 wastewater treatment plants.

As part of the project, a 30-ha solid waste management area and a resettlement area will be built.
The eight-year project also aims to promote hygienic practices in families and schools.-
