Firefighters extinguish blaze in Ca Mau forest after three days


QĐND – Wednesday, May 05, 2010, 21:39 (GMT+7)

Firefighters have extinguished a fire that broke out in the U Minh Ha forest in southernmost Ca Mau province’s Thoi Binh District on May 2. About 90ha of trees were destroyed in the three-day blaze.


However, the director of U Minh Ha Forestry C, Tran Thanh Su, said there was a high risk that the hot and dry weather could cause the fire to break out again from smouldering charcoal.


“Authorities have placed firefighters on 24-hour duty to extinguish any new outbreaks,” he said.


“Investigations are being carried out to find out the cause of the fire,” Su said.


According to the Department of Forest Management, eight provinces and cities nationwide have been placed on forest-fire alert because of the prolonged hot and dry weather.


An Giang, Binh Dinh, Binh Thuan, Ca Mau and Ninh Thuan provinces are on the highest fire-alert level.

Kids these days, over 1000 exceptional youths gather in Hanoi

The Congress of Vietnam Youth Union will take place in Hanoi on April 26-27, drawing more than a thousand outstanding young people at home and abroad.


Many activities will be held during the two-day congress, including a music show entitled “Aspiration of Youth” on the evening of April 26 and a night party on April 27 evening. 


After the congress convenes, 80 young deputies will visit and present gifts to soldiers on the Truong Sa (Spratly) islands from April 28 to May 7. Twenty-five groups of young doctors will provide free health check-ups to poor people and disabled kids. 


Before the congress, outstanding youngsters in all provinces and cities have participated in a campaign named “Act for the Community”, under which they donate blood to hospitals, build public works for the poor, and teach new scientific advances to rural young people.

12 killed in south Russia bombing 2 days after Moscow attacks

Twin blasts rocked Russia’s North Caucasus region of Dagestan just two days after 39 people were killed in two subway explosions in Moscow, RIA-Novosti reported on Wednesday.

The death toll from the explosions in the town of Kizlyar near Chechnya on Wednesday morning currently stands at 12, 23 people have been hospitalized.


The first blast occurred at 08:45 Moscow time (04:45 GMT), and the other came 20 minutes later. The explosions occurred some 300 meters from the buildings of the Interior Ministry, Federal Security Service and a school.


“An explosive device was detonated when a car was leaving the city Interior Ministry department. According to preliminary information, two Interior Ministry employees were in the car,” investigators said in a statement.


The two police officers were killed by the explosion, which injured several bystanders.


“Around 20 minutes later a suicide bomber, dressed in a police officer’s uniform, arrived at the scene where an investigation group was working, and activated an explosive device he had on his body,” the statement added.


A total of nine policemen were killed in the blasts, including the city’s police chief. A criminal case has been opened into the incidents.


Tatyana Batsina, who works around 800 meters from the scene of the attacks, told RIA Novosti that she heard a loud bang and saw a cloud of smoke rise from behind a nearby school.


“It looked like in a nuclear explosion,” she said. Around half an hour later she said she heard another blast, this time more muted.


“Two cars driving past were also harmed in the explosion. A crowd gathered around the first explosion. Everyone wanted to see what had happened. Several ambulances arrived, then another blast rang out.”


Batsina said a colleague who saw the explosion told her what had happened.


“Bodies that were caught in the epicenter of the explosion were strewn over the street. The blast tore off the roof of the school and broke the windows. The walls of the building shook,” Batsina said.


The president of Dagestan, Magomedsalam Magomedov, left the capital, Makhachkala, to visit the scene of the attack with some other officials, the region’s administrative body told RIA Novosti.


Russian Interior Minister Rashid Nurgaliyev gave orders at a meeting of the Interior Ministry to strengthen security in areas of strategic importance and crowded public places in Dagestan.


“Today’s terrorists will use any target. I ask you to pay attention and be on the alert to all objects of vital importance,” he said


“We must increase vigilance in areas surrounding the interior ministry buildings, executive institutions and legislative authorities,” he added.


The blasts occurred just two days after two deadly suicide bombings hit the Moscow metro on Monday, killing at least 39 people and injuring dozens more. The attackers struck the Lubyanka and Park Kultury stations about 40 minutes apart during the morning rush hour.


The Moscow attacks are believed to have been committed by terrorists from Russia’s North Caucasus region.


Russia has been fighting militants in the North Caucasus for almost two decades, including two brutal wars against separatists in Chechnya. Analysts suggested that Monday’s attacks were revenge for a recent police operation that saw the deaths of over 20 radical Islamic fighters.


No connection has been made yet between the incidents in Moscow and Dagestan.

Nigeria rebels extend truce by 30 days

The main armed rebel group in oil-rich southern Nigeria said early Wednesday it was prolonging by 30 days its truce which expired at midnight, but warned it was not giving up the fight.

“The Movement for the Emancipation of the Niger Delta (MEND) is extending its unilateral ceasefire which expired midnight (2300 GMT), September 15, 2009 by 30 days,” the group said in a statement.


MEND, which has waged an “oil war” targeting oil installations and the military deployed in the oil hub, declared in July a 60-day truce in response to a government offer for unconditional amnesty.


The ceasefire came shortly after the release of its leader Henry Okah, who had been jailed for close to two years on charges of treason and gun-running.


The group added, however, that it “does not recognize” the amnesty offered by President Umaru Yar’Adua “that has not made any provision for meaningful dialogue on the root issues that gave birth to the Niger Delta unrest in the first place.”


It would therefore “continue fighting.”


MEND, which appeared in 2006, says it is fighting oil companies operating in the Delta and the federal authorities to ensure that the desperately impoverished people of the Niger Delta benefit from the oil income.


Militant activities have disrupted operations of oil companies in southern Nigeria, resulting in a sharp decline in production since 2006.


“The government should use this extention of time to do the right thing instead of pretending to talk peace while arming the military for a war it can not win,” the group said in Wednesday’s statement..


“The Oil and Gas industry who will bear the brunt of renewed hostilities should not be deceived by the amnesty charade or the recent military hardware purchases as this is only leading to another cycle of violence.”


On June 25 Yar’Adua offered the amnesty to all militants who laid down their arms in the Delta region. The arms were to be handed over in centres where the fighters would be registered under a reintegration programme running from Aug 6 to Oct 4.


While some of the activists have publicly denounced the militancy and surrendered their arms, there are many other groups and factions yet undecided on the amnesty offer.


MEND has not clearly stated its position as a group although one of its commanders has already surrendered some arms.


In August MEND said of the ceasefire: “We are prepared to keep it and even extend it if the conditions are encouraging.”


On Monday it said it was waiting for directives from Okah on how to proceed after the expiration of the ceasefire.


A government team overseeing the implementation of the deal said early this month a “huge” number of militants had embraced the amnesty offer making it so far a “huge” success. But no figures have been given of the estimated 10,000 militants believed to be in the region.


It also said it was holding “informal talks” with key leaders of the various armed groups in the oil-rich region of Nigeria, the world’s eighth largest oil exporter.


The violence in the Niger Delta has brought about a plunge in Nigeria’s crude production to about 1.7 million barrels a day compared with 2.6 million in 2006.
