Don’t blame Preval for Haiti crisis: 1st Lady

He’s been accused of rigging the election of his successor, but Elisabeth Preval, wife of the outgoing Haitian president, says her husband’s not to blame for the country’s political mess.


As Haiti prepares to mark the first anniversary of the earthquake that leveled the impoverished Caribbean nation, President Rene Preval has the difficult job in his final weeks of presiding both over a natural disaster and electoral turmoil.


His wife told AFP that despite this he will be remembered positively.


“It’s not Preval who created the poverty and misery in Haiti. To the contrary, he worked for five years to create stability,” she said in an interview.


“Political stability is an important achievement that he left the country,” she said. “And this should be protected so that economic growth and social development get a longterm chance.”


Not all Haitians would agree.


The country, reeling from years of poverty, the deadly 2010 earthquake and a cholera outbreak, now finds itself in yet another round of political turmoil as candidates from a November presidential election bicker about who should go to a second round.


Supporters of the candidate that placed third believe Preval’s handpicked candidate, Jude Celestin, cheated in order to come second, clinching a spot in the run-off vote.


The third place candidate, popular singer Michel Martelly, singled out Preval for rigging the vote and demonstrators set fire to the ruling INITE party’s headquarters in December.


As yet, no decision has been taken on when to stage the run-off round — originally set for January 16 — and, as a result, Haiti finds itself in political chaos just when it needs leadership.


The first lady, who married Preval only a few months before the earthquake, says her husband can’t be blamed.


“Thanks to his political acumen, he has steered around the problems in the country, and brought together opposing groups for dialogue,” she said.


“Haiti was going in the right direction (before the quake). In December 2009, the key indicators showed positive economic growth, political stability, an easing of social conditions and growing investor confidence,” Elisabeth Preval said.


President Preval is due to step down February 7. He says he could stay in power as long as there is no clear successor.


“I am very anxious because the stability of Haiti is in danger if hte electoral crisis is not calmly resolved,” Elisabeth Preval said.


However, she insisted that her husband had no desire to hang on.


“The president and I have finished. There is only a little time left in his mandate. I can assure you that President Preval is determined to leave as soon as the new president and new parliament take office.”


“His role,” she added, “is to protect stability.”

Mobile phones aren’t the only things getting smart. Home appliances are too.

On display at the Consumer Electronics Show (CES) here along with the latest smartphones and touchscreen tablet computers are ovens, dishwashers, washing machines, dryers, refrigerators and other products for the “connected” home.


South Korea’s LG Electronics is displaying its “Thinq” home appliances which are connected to a home Wi-Fi network and can be controlled by a smartphone or a computer.


They include washing machines that can be instructed from the office to run at the most cost-effective times and a camera-equipped robot vacuum cleaner, the Hom-Bot, which can be instructed remotely to clean the floor.


The camera embedded in the robot can also be used to keep an eye on the house while the owner is away.


Also from LG Electronics are refrigerators with touchscreen LCD displays that let users keep tabs on where items are located in the refrigerator and when they expire.


An owner can access the information while shopping via a smartphone and check whether they have enough milk or orange juice, for example.


In case of a problem such as a door left open, the LG refrigerator can send an alert to an owner’s smartphone or computer.


Tom deSalvo, a spokesman for Kenmore, the appliance brand of retail titan Sears, said the company is researching the possibilities of being able to turn an oven or a clothes dryer on or off using a smartphone.


Safety questions have not made this a reality yet, he said, but as of next year, the temperature of a Kenmore oven, for example, can be regulated from a distance using a smartphone.


US home appliance giant General Electric is making its first appearance at CES to show off its home energy management solutions including “Nucleus,” which gives consumers information about electricity consumption.


Nucleus, which is expected to be available later this year, works with smart meters, smart appliances, programmable thermostats and software applications to help homeowners monitor their usage and reduce their electricity bills.


Joseph McGuire, the president of the Association of Home Appliance Manufacturers, said US government energy standards — and tax credits for energy efficient appliances — were a big driver for innovation in the sector.


Ultimately, though, it’s consumers who will decide, he said, with the ability to cut down on electricity bills a prime motivating factor.


It’s not just the standard household items such as washers and dryers which are taking advantage of the latest technology, other products on display here are too.


Cedric Hutchings, co-founder of Withings, a French start-up showing off a baby monitor, a blood pressure monitor and other products at CES, said smart devices are opening up all kinds of new possibilities for the home.


The Withings baby monitor features a camera equipped with night vision that can send pictures and audio to an iPhone or any other device with a connected screen.


A microphone allows parents to talk to the child from another room and they can set alarms to be awoken if a baby’s sleep is disrupted.

Gates looks to defuse tensions on China trip

Defense Secretary Robert Gates hopes to defuse tensions with China’s growing military when he visits Beijing next week in the latest US bid to forge a security dialogue with the country’s skeptical generals.

The trip, to include a tour of a nuclear weapons command center, carries hefty symbolism, with military relations marred by recurring strains and Washington increasingly impatient with Beijing’s stance toward North Korea.


Gates will leave Washington early Saturday. After three days of talks in China, he will head to Tokyo on Wednesday and Seoul on Friday for meetings focused on the volatile crisis on the divided Korean peninsula.


With Chinese President Hu Jintao due in Washington for a pivotal state visit on January 19, both sides are anxious to show progress in defense ties, which China has repeatedly suspended over US arms sales to Taiwan.


“This was something the Chinese very much wanted to do in advance of that trip (by Hu). They want to get this relationship back on track and working in a positive direction,” Pentagon spokesman Geoff Morrell said Friday.


The visit comes a year after Beijing broke off military relations in protest against a multibillion-dollar arms package for rival Taiwan.


Gates embarks on the journey “encouraged” and “optimistic” that military relations can be placed on a more solid foundation, said Morrell, but he acknowledged that previous efforts have produced only fleeting progress.


Days before the US defense chief’s trip, photographs appeared showing a prototype of China’s first stealth fighter, the J-20, at an airfield in the southwest.


The images of the fighter jet coincide with mounting concerns in the Pentagon about China’s increasingly assertive and capable military, including the development of anti-ship missiles that could undercut America’s navy.


Although China may be years away from fielding fully-capable anti-ship missiles or warplanes to rival US fighters, analysts say it is steadily gaining ground.


In his first visit to China since 2007, Gates is scheduled to hold an array of meetings with top officials, including President Hu and his counterpart, General Liang Guanglie.


On Wednesday Gates will visit the army’s Second Artillery Corps headquarters outside of Beijing, which is China’s nuclear command center.


The United States has long sought to open up regular discussions with the Chinese on nuclear, space and cyber weaponry. By talking to officers overseeing the atomic arsenal, Gates hopes to lay the groundwork for such a dialogue, officials said.


Aware of the Asian juggernaut’s rise, the United States for years has appealed to China to back a more “durable” dialogue — similar to US-Soviet exchanges during the Cold War — to avoid miscalculations.


But China has instead opted to sever ties in order to register its displeasure with Washington, particularly over billions of dollars in weapons deals to Taiwan.


“They will probably have some strong words about future arms sales to Taiwan,” said June Teufel Dreyer, an expert on the Chinese military and a professor at the University of Miami.


Because China senses its economic and military might expanding, Gates will not be in a strong negotiating position, she told AFP.


“He will be perceived as begging to get the military relationship back on track, enabling Beijing to ask ‘what do we get out of this?'”


Pentagon officials insist Gates is not out to plead with China.


“China will need to buy into the framework and the logic we see for the military-to-military relationship for its own reasons and in pursuit of its own interests, not because we ask them to,” Michael Schiffer, deputy assistant secretary of defense for East Asia, said in a speech Thursday.


China’s fast-growing military will also be on the agenda when Gates travels to Japan on January 13-14, where he will hold talks with Defense Minister Toshimi Kitazawa.


Tokyo last month announced a shift of strategy in which it would bolster its defenses in the south to address concerns about China’s armed forces as well as the threat posed by North Korea.


On Friday, Gates makes a brief stop in Seoul to discuss how to prevent tensions from escalating with North Korea in meetings with South Korean President Lee Myung-bak and the new defense minister, Kim Kwan-jin.


“China has a very important role to play here as well, to get Pyongyang to understand that its current course and its current behavior is extraordinarily dangerous and destabilizing,” said a senior defense official, who asked not to be named.


Meanwhile, on Saturday, North Korea took further steps to mend ties with the South, suggesting talks within weeks and reopening an office to encourage cooperation on the fractured peninsula.


The latest offer from Pyongyang followed an apparent easing in tensions, which have soared since the North shelled the South’s frontline Yeonpyeong island on November 23, killing four people.

Russia tightens checks on meat imports over dioxin crisis

Russia said Saturday it had heightened checks on meat from Germany and other European countries and threatened an import ban after Germany closed thousands of farms over animal feed tainted with dioxin.

The Russian agriculture watchdog said in a statement sent to AFP on Saturday that it had “taken the decision to heighten control of food of animal origin imported from Germany and several other European Union countries”.


It did not specify which European Union countries fell under the tougher rules.


The watchdog also threatened that Russia could ban meat imports if it did not receive official information on the situation as soon as possible and if it were not satisfied by European measures to control the situation.


The watchdog “retains the right to introduce restrictions on supplying food of animal origin to the Russian market from the regions of heightened risk”, it said in the statement.


German officials said Friday they had shut 4,700 farms and destroyed more than 100,000 eggs after tests showed dangerous levels of dioxin, a poisonous chemical compound, in fatty acids used to make industrial animal feed.


The Russian agency complained of its “serious concern” that it had not received any information from Germany or the executive European Commission on the situation and said it had sent an official request.


“The European Union still lacks a system to react urgently to cases that could be dangerous for animals and humans,” the watchdog’s spokesman Alexei Alexeyenko told the Interfax news agency.

Greece to screen asylum seekers, oust law breakers: official

Greece will screen immigrants living in the country to determine who is entitled to asylum and expel those who break the law, a junior minister said on Saturday.


“The people who meet the conditions for return will return home,” deputy labour minister Anna Dalara told Flash Radio.


“Whatever the case, if there is law-breaking behaviour they will receive their tickets and they will leave,” she said.


Greek authorities say a surge in arrivals by thousands of would-be immigrants and asylum seekers has stretched the country’s capacity to breaking point.


The Socialist government recently announced plans to erect a 12.5-kilometre (eight-mile) wire fence along a stretch of its northeastern border with Turkey that is commonly used by traffickers to deposit their human cargo.


Athens has also pledged to step up asylum examinations to clear a backlog of some 47,000 applicants, many of them awaiting approval for years.


Rights groups have repeatedly criticised Greece for failing to provide adequate shelter and support to people fleeing conflict in Africa, the Middle East and the Indian subcontinent.


Would-be immigrants and asylum seekers are currently kept in squalid and congested detention centres and police cells for months.


Most are then released with an administrative order to leave the country. Some try to book illegal passage to other European countries but the majority end up on the street, destitute and at risk from criminal gangs.

Iran says can make own nuclear fuel plates, rods

Atomic chief Ali Akbar Salehi declared in a report Saturday that Iran is now capable of making its own nuclear fuel plates and rods, technology the West says the Islamic republic does not possess.

Salehi, the driving force behind Iran’s contentious atomic programme, said the country has completed the construction of a facility in the central city of Isfahan to the fuel plates and rods which power nuclear reactors.


“We have built an advanced manufacturing unit in the Isfahan site for the fuel plates,” Salehi, who is also acting foreign minister, told Fars news agency in what was said to be an exclusive interview.


“A grand transformation has taken place in the production of (nuclear) plates and rods. With the completion of the unit in Isfahan, we are one of the few countries which can produce fuel rods and fuel plates.”


Salehi said it was the Western policies towards the Islamic republic which had propelled its nuclear achievements, including the making of nuclear plates and rods.


“This is in fact because of West’s actions that we came to this point,” he said.


“What we say is based on reality and truth. There is no exaggeration or deception in our work. It is them who do not want to believe that Iran has no intention, but to obtain nuclear technology for peaceful purposes.”


The West led by the United States suspects that Iran’s nuclear programme masks a weapons drive, a charge Tehran vehemently denies.


On November 23, Salehi had told state news agency IRNA that Iran would produce the nuclear fuel required for a research reactor in Tehran by September 2011.


“By the month of Shahrivar next year (September 2011), we will produce fuel for the reactor,” said Salehi, who is also one of Iran’s vice presidents.


Western powers have repeatedly said Iran does not possess the technology to make the actual nuclear fuel plates required to power the Tehran research reactor which makes medical isotopes.


In February 2010, Iran started refining uranium to 20 percent with the purpose of using it to make the plates that could power the reactor.


That came amid a deadlock with world powers over a nuclear fuel swap deal drafted by the UN atomic watchdog and aimed at providing fuel for the research unit.


Salehi told Fars Iran has now produced nearly 40 kilograms (88 pounds) of uranium enriched to the 20-percent level, despite Western calls for Tehran to suspend the work.


“We have nearly 40 kilograms of 20-percent enriched uranium,” he said in the interview.


The Islamic republic is under four sets of UN Security Council sanctions over its refusal to halt uranium enrichment, the process at the centre of fears about Iran’s atomic work.


Enriched uranium can be used as fuel to power nuclear reactors as well as to make the fissile core of an atom bomb.


Salehi’s latest declaration comes ahead of the next round of talks in Istanbul between Iran and the six world powers over Tehran’s nuclear programme.


On Friday, an aide to European Union foreign policy chief Catherine Ashton said the talks could resume from January 20.


“It’s a tentative date we’re looking at… We have positive feedback from Iran,” Ashton’s spokeswoman Maja Kocijancic told AFP, adding the talks were expected to last one and half days.


A previous round of talks between Iran and six world powers — Britain, China, France, Russia, the United States and Germany — spearheaded by Ashton, took place in Geneva on December 6-7.


That round followed a 14-month hiatus in the talks on Iran’s nuclear programme.

WikiLeaks says US grand jury requests supporter Twitter data

WikiLeaks said Saturday the Twitter accounts of four supporters had been subpoenaed in connection with an espionage investigation into the whistleblowing website led by a secret US grand jury.


WikiLeaks, which began releasing 251,287 US diplomatic cables in November, added it had reason to believe Facebook and Google had also received court orders requesting details on users.


“Today, the existence of a secret US government grand jury espionage investigation into Wikileaks was confirmed for the first time as a subpoena was brought into the public domain,” WikiLeaks said in a statement.


WikiLeaks said legal action taken by micro-blogging website Twitter “revealed that the US State Department has requested the private messages, contact information, IP addresses, and personal details of Julian Assange and three other individuals associated with WikiLeaks, in addition to WikiLeaks’ own account, which has 634,071 followers”.


It did not name the three other people, but Icelandic lawmaker Birgitta Jonsdottir said on her Twitter feed on Saturday US authorities had asked Twitter to submit her account details and personal information.


“Just got this: Twitter has received legal process requesting information regarding your Twitter account in (relation to wikileaks),” the media freedom champion posted overnight.


“The request for my tweet information is from the US department of justice.” “The request for information from twitter is also for my personal information not just tweets,” she said.


Jonsdottir — a close associate of WikiLeaks who in September suggested Julian Assange step aside as the site’s spokesperson because of rape allegations against him — said she discussed the request with Iceland’s justice minister.


“He is looking into the case of demands of DoJ (department of justice) wanting my twitter details,” she posted shortly after 1100 GMT Saturday.


She explained she had 10 days to stop the legal process and stressed the US Department of Justice, not Twitter, was to blame.


WikiLeaks said Saturday it was “opposing the subpoena order and is currently taking action to instruct US lawyers”.


It urged Twitter to protect its users’ private information and stressed that other than Assange, the three people whose accounts had been subpoenaed had never worked for the site.


“Two were instrumental in helping WikiLeaks bring the Collateral Murder video — which showed a US helicopter crew celebrating as they gunned down civilians — into the public domain,” WikiLeaks said.


The April 2010 release of the classified video, which shows a US Apache helicopter strike in Baghdad that killed several people in 2007, helped push WikiLeaks into the global spotlight.


The site has since angered the Pentagon by posting in July 2010 secret documents on the war in Afghanistan, followed in October by a massive leak of so-called “Iraq war logs”.


Its November release of US diplomatic cables has embarrassed governments worldwide and prompted many calls for WikiLeaks to face legal action.


The site has also faced financial pressure when credit card giants Visa and Mastercard said they would stop facilitating donations to the website.


“Having tried to silence WikiLeaks by pressuring Paypal, Visa and Mastercard to cut off funds, the US government is now intruding into the private lives of some of WikiLeaks most high-profile supporters,” WikiLeaks chief Julian Assange said Saturday.


Assange, the 39-year-old Australian who is the public face of WikiLeaks, is currently on bail in Britain facing extradition proceedings to Sweden on charges of sexual assault.

8,000 Vietnamese laborers worked in Korea in 2010

In 2010, Vietnam sent more than 8,000 laborers to work in Korea under the EPS program. This is an increase of 1.7 times, as compared with 2009, said Phan Van Minh, director of Overseas Workers centre.

Vietnamese young people are now able to find high-income jobs while working abroad. South Korea has become an attractive destination for many rural laborers, as it has a stable working environment and preferential policies.


In addition, 66,000 laborers registered to join the Korean language program and 29,400 candidates passed the examinations.


Under the EPS program, foreign workers are allowed to change jobs up to three times, within a three-year period. The workers also enjoy basic salary entitlements that are permitted under South Korean law. They are also protected by work related insurance policies, and salary and repatriation expenditure insurance. Finally, when their contracts finish, they may be re-employed by other Korean businesses.


To work in South Korea, workers must pass a Korean language test and meet specific criteria’s. Individuals, who can apply for the EPS program, are those who have just finished military service, students from vocational secondary schools and workers.

Drug addicts decrease but trafficking swells

The number of people addicted to drugs is slowly reducing, but drug trafficking is on the increase, this was the estimation from the National Committee on AIDS, Drugs and Prostitution, which was held at a ceremony in Hanoi on Friday.

The ceremony was held in order to review the ‘fight on drugs’ over the last ten years.


Since 2007, the number of drug addicts has dropped to 146,000 people nationalwide. Most of them are unemployed and have left school at an early age.


However, younger addicts have increased. In 2001, the number of the addicts below 30 years of age accounted for nearly 58 percent. It has now skyrocketed to over 68 percent. Additionally, the number of people injecting drugs has also increase from 46 to 85 percent.


Furthermore, drug trafficking in Vietnam has changed with now the appearance of new types of ‘crystal synthetic drugs’. This is causing authorities some difficulty in detecting this new form of drug.


Attending the ceremony, Truong Tan Sang, Politburo member and permanent member of the Party’s Central Committee Secretariat, has ordered relevant authorities to increase the fight against the HIV/AIDS, drugs and prostitution.


He said, more investment should be made in building rehabilitation centers and job-training centers should assist in the reintegration, of those that had drug problems, back into the community.

Ice, snow overwhelms northern mountaintop

The Mau Son mountaintop in the northeastern province of Lang Son saw snow for the second time this year on Friday, as a cold front moved in dropping the temperature to minus degrees Celsius.

The Mau Son mountaintop, which is 1,500 meters above sea level in the Loc Binh District, experienced strong chilly winds with frost.


Vu Xuan Lam, a hotel staff member from the Mau Son tourist site, said that since early Friday morning, the trees in the forest were coated with layers of ice and snow.


A Dao ethic minority woman named Trieu Thi Toan, in Co Lac Village, from the Mau Son Commune, said that it was so cold that all water sources in her home ‘froze over’ and she had to boil ice, in order to get drinking water.


In addition, the Loc Binh District electricity department cut power from the Mau Son Commune, because the icy condition could cause damage to the eclectic power cables.


On Friday, many people went to Mau Son Mountain to see the snow. This is the second time the mountain has experience such a snowfall, the first time was on December 16.


Luu Minh Hai, deputy director of the Lao Cai Province Hydro Meteorological Center, said the temperature on O Quy Ho mountain pass, near Sa Pa town, remained low at only 4.5 degrees Celsius. Lao Cai might experience ice and snow for the next two to three days, he said.


Le Thanh Hai, deputy director of the National Hydro Meteorological Forecasting Center, said that the entire northern and central provinces have been engulfed in extremely cold weather, due to a cold front.


The temperature has plunged down to 1 degree Celsius, in Mu Cang Chai District, Yen Bai northern mountainous province. In other places in the region, the temperature was only 4-7 degrees Celsius.


The coming cold front that is forecast to blanket the northern region on Sunday will result in much colder weather, with more ice and snow on the way.
