Telecom firms told to cut import of 3G devices

The Ministry of Information and Communications has ordered telecom companies to restrict import of 3G devices, including iPhones, to contain the rising trade deficit.

Mobile operators should advise customers to buy appropriate equipment needed to use 3G services rather than expensive equipment, the ministry said.

They should also carefully consider their plans to buy 3G terminal equipment, including iPhone 3G, to avoid mass import of what are expensive items, it said.

Telecom companies like Viettel and Vinaphone have spent around US$10 million to import iPhones, according to Dau Tu (Vietnam Investment Review) newspaper.

But the two have remained silent on the number of these phones they have sold in a month since its official launch in Vietnam.

After the initial excitement, iPhone sales have gone rather quiet since it not affordable for most users.

Vietnam’s trade deficit in April may touch $1.25 billion, bringing the figure for the first four months to $4.65 billion.

Exports during the four months were up 8.9 percent year on year to $20.16 billion while imports surged 35.6 percent to $24.81 billion.

The deficit continues to put pressure on the country’s foreign currency reserves and exchange rate.

MobiFone commercializes 3G services

Mobile phone network MobiFone officially launched 3G services in Vietnam on Dec. 15, becoming the second 3G provider after VinaPhone.

MobiFone says it introduces four key services namely Video Call, Mobile Internet, Mobile TV and Mobile Broadband fast connect.

The network uses HSDPA technology that allows its customers to access to the Internet, emails or download at a speed of 7.2Mbps. In addition, MobiFone has signed 3G roaming deals with over 50 3G networks all over the world.

In a related development, the military-run operator Viettel said it launched trial 3G service in 17 cities and provinces this month in preparation for commercializing 3G services early next year.

Viettel first launched trial 3G service in Ho Chi Minh City in October, and has now expanded the service to Binh Duong, Binh Phuoc, Dong Nai, Ba Ria-Vung Tau and Can Tho in the south, together with some northern provinces.

Viettel has plans to invest almost VND12.8 trillion within three years to construct 3G infrastructure and services.

In October, VinaPhone became Vietnam’s first network to commercialize 3G services.

At present, other networks like Vietnamobile, Beeline and S-Fone are seeking to launch new value added services and improve service quality.

Vinaphone, first to launch 3G in Vietnam

Mobile phone service provider Vinaphone officially launched its Vinaphone 3G network on October 12.

This is the first mobile operator in Vietnam to provide customers with mobile information services using 3G technology. 

With the new network, Vinaphone will provide six new services including mobile internet, mobile broadband, video call, mobile camera, mobile TV and a 3G portal. The operator said that the same basic charges as for the current 2G network will be applied to 3G customers. 

Deputy General Director of the Vietnam Post and Telecommunications Group (VNPT) and Vinaphone Director Lam Hoang Vinh said by launching the 3G services, Vinaphone expects to increase its turnover from mobile calls and subscribers by 30 percent and to recover its investment capital within seven years. 

The company’s 3G network currently covers 13 provinces and cities nationwide and it plans to expand to the whole country by 2010.

Deputy minister welcomes 3G services

Speaking at an online conference on “3G technology and prospects in Vietnam,” he rejected the argument that 3G is a toy for the rich to flaunt, saying it would primarily cater to social needs.

What is important is clearly determining where and when 3G services should be introduced and for whom.

Likening the upgrade from 2G to 3G to that from black-and-white to color television, he said it would not only benefit consumers but also the economy.

He said mobile broadband would also bring benefit to the mobile industry.

Allaying people’s fears that, since 3G service costs will be higher, telecom companies will treat 2G customers like poor cousins, Mr Thang said since both 3G and 2G services would bring in revenues for companies, companies would treat them all equally.

3G would develop from the base that is 2G and not destroy it but would function in a parallel manner, he said.

Providing Internet services to rural and remote areas would be cheaper using 3G technology than satellites or cables, he added.

MobiFone, Ericsson sign 3G services deal

Ericsson has inked an agreement with MobiFone to provide 3G services in Vietnam as the latter is committed to making the services available by this December.

Under the agreement, which was signed on Sep. 1, Ericsson will build radio access of a 3G/WCDMA/HSPA network for MobiFone key markets in Ho Chi Minh City and southern Vietnam. Ericsson will provide 3G services such as mobile broadband with access speed of up to 14.4Mbps.
“With Ericsson’s world leading capacity in developing and deploying 3G/HSPA technology in more than 115 countries and 16 years of experience in the Vietnam telecom market, I am confident that this partnership will help launch MobiFone as the number one 3G mobile operator in Vietnam as successfully as we have done with 2G over the past years”, said Do Vu Anh, MobiFone vice director.

Allan Jepsen, Ericsson Vietnam vice president said, “The success in our partnership for 2G operations over the past years will be a solid foundation for Ericsson to effectively support MobiFone in optimal management and development of 3G in terms of time, investment cost and network quality.”

Ministry issues licenses for 3G telecom services

The Ministry of Information and Communication has granted licenses to Viettel, Vinaphone, Mobiphone, and EVN Telecom-Hanoi Telecom to provide third generation (3G) services from August 13.

The licensing terms require to jointly invest at least VND33.82 trillion (US$2 billion) in the first three years to develop the service.

They have already deposited VND8.1 trillion with the ministry.

The ministry has mandated that if they do not provide 3G services within nine months after receiving the licenses, they will be penalized. If the services do not cover at least 10 percent of the country, their license will be revoked.

Vinaphone has said it will introduce 3G services in October, Mobiphone in December, and Viettel next April.

EVN Telecom – Hanoi Telecom Joint venture has promised to do it within the stipulated nine months without specifying when.

Vinaphone gets deals with Ericsson, Motorola to provide 3G services

Mobile phone operator Vinaphone has signed contracts with Ericsson and Motorola Inc. to provide 3G technology and equipment in order for Vinaphone to provide 3G services in Vietnam.

The contract Vinaphone signed with Ericsson last week includes installation and commissioning of the operator’s 3G network in the south of Vietnam.

The network, based on the WCDMA/HSPA 2100 MHz standard, will enable Vinaphone to deliver compelling 3G services, such as Mobile Broadband, to customers at speeds of up to 14.4 MBPS.

Vinaphone says it is committed to launching 3G services in the Vietnam market this year.

At the contract signing ceremony with Ericsson, Vinaphone deputy director Hoang Trung Hai said, “With Ericsson’s world leading capability in developing and deploying 3G technology across many countries, coupled with their long-standing experience within the Vietnam market, I am confident that the partnership with Ericsson will help Vinaphone bring to mobile users in Vietnam a whole new experience driven by the best quality 3G network.”

On August 26, Vinaphone signed a contract with Motorola Inc to provide 3G services in northern Vietnam.

The contracts with Ericsson and Motorola are part of Vinaphone’s US$1-billion plan to provide the services throughout the country.
