State President welcomes voters’ opinions to law building

President Nguyen Minh Triet welcomed voters of HCM City’s precincts 1 and 2 for their opinions given to law building during his meeting on May 4 to prepare for the 7th session of the 12th legislature scheduled to begin on May 20. 

Two-thirds of the voters focused their opinions on the Law on the execution of criminal charges and agreed to commute death penalty cases but to ensure the strictness of the sentence for criminals. 

They also agreed to choose lethal injection to death penalty cases instead of shooting as lethal injection helps relieve pains on criminals and psychological stress on executioners and reduce costs. 

Voters also proposed the State encourage the socialisation of education and disseminate laws to help people better understand and live and work in accordance with laws. 

Many other opinions were given to the draft laws on food safety and consumer rights protection. 
Voter Le Van Minh from precinct 1’s Cau Ong Lanh ward emphasised the necessity to protect consumers before the consequences occurred. 

President Triet, who is accompanied by NA deputies of HCM City, confirmed that voters’ concrete and practical opinions proved their deep interest in building and completing the country’s legal system. 

Voters’ opinions will make practical contributions to the legal building process, he stressed. 
Sharing opinions with precinct 2’s voters on compensation, land reclamation and resettlement of the Thu Thiem new urban area project, the President advised local authorities and people to explore and listen to one another to find out solutions to the issue.

United in building an ASEAN community

The 16th ASEAN Summit (ASEAN 16), the first summit of the 2010 ASEAN Year is due to take place in Hanoi from April 6-9. Sub-committees from the National Committee for ASEAN 2010 along with various ministries and sectors are finalising preparations to make the summit a great success.


A Voice of Vietnam (VOV) reporter interviewed the Head of Vietnam’s high-level ASEAN delegation, Pham Quang Vinh, on preparations for the summit.


Reporter: There are several days left before ASEAN 16 is held in Hanoi. Could you please elaborate on the preparations being made for the summit?

Mr Vinh:  The theme Vietnam has proposed for the Year of ASEAN Chair is “Towards ASEAN Community: From Vision to Action”. We had consultations with other ASEAN member countries at the Senior Officials Meeting (SOM), which was held in HCM City from March 1-3. At the 16th ASEAN Summit, three main proposals will be submitted to ASEAN leaders for their approval, including a statement on economic recovery and sustainable development, a statement on coping with climate change and the Chair’s statement on the outcomes of ASEAN 16.

In addition, Vietnam has also prepared an agenda, focusing on implementing the ASEAN Charter towards building an ASEAN community, strengthening communication within ASEAN and boosting ASEAN cooperation to cope with global challenges, particularly economic recovery and climate change. The agenda also underlines the need to enhance ASEAN’s international cooperation with its partners to maintain ASEAN’s central role and promote the bloc’s image.

Reporter:  How have Vietnam’s officials managed to prepare such a large volume of work?

Mr Vinh: In fact, as soon as Vietnam took over ASEAN’s Chairmanship, we started the preparatory work by way of mobilising all our resources from the relevant ministries and sectors. For example, the Ministry of Foreign Affairs was responsible for itemising issues and the summit’s contents while the Ministry of Industry and Trade has worked with the Ministries of Economics in the other ASEAN countries to deal with issues related to economics and sustainable development.

In terms of climate change, we have liased closely with the Ministry of Natural Resources and the Environment to gather the opinions from experts in this field.

Reporter: At this summit, what contents are considered to be on Vietnam’s initiative?

Mr Vinh:  Bringing all the agreements to life to build a united ASEAN can be seen as Vietnam’s initiative. We have formed an agenda with priority on creating an ASEAN Charter and building a united ASEAN community.

Concerning efforts to cope with climate change, Vietnam has put the issue into the main focus of ASEAN meetings and this has been praised by other member countries.

Apart from devising work programmes for ASEAN 16, Vietnam has put together a common programme for 2010 with different topics in line with the theme,” From vision to action”.

Two die in Hanoi apartment building blaze

A fire broke out March 10 in an 18-storey apartment building at Khuat Duy Tien-Le Van Luong intersection in Hanoi leaving two dead and several others injured.

Thick, black smoke began pouring out of the 15th floor at around 6 pm, trapping many people on higher floors who then rushed to balconies for help.

Firefighters and police arrived on the scene around 20 minutes after the inferno broke out. It took six fire trucks until around 7 pm that night to control the flames.

Rescue personnel then conducted a search of the building for trapped victims. Five individuals were later transported to nearby hospitals, two of whom were pronounced dead.

Vuong Lan Phuong, 43 and her 10-year-old son Luu Gia Minh apparently died due to smoke inhalation.

Officials are now investigating the cause of the blaze.

236.8 mln USD for upgrading and building schools

The government has decided to spend 4,500 billion VND (236.8 million USD) on a project to upgrade and build schools in the country this year, according to a report prepared by the Ministry of Education and Training (MOET).

In the report launched on March 8, MOET asked municipal and provincial people’s committees to urgently approve the allocation of the capital for beneficiaries with top priorities given to poor districts.

The capital source is reportedly from the sale of government bonds.

In 2008 and 2009, more than 55,000 classrooms were built in the country, of which 32,496 were put into use.

Building open-cast tomb for giant whale

A solemn burial ceremony for a 16-ton whale was held on March 4 in Vinh Thinh commune, Bac Lieu province.

Province officials and thousands of people attended the burial, that largest of its kind in Vietnam and organized at the request of local residents.

The open-air tomb for the giant whale is over 17 meters long, over 7 meters wide and covered by 10 millimeter-thick glass. The total cost was more than 200 million dong (around $10,000), contributed by local fishermen.

This will be a temple for the whale and also a tourist site.

The body of the 16-tonne whale was discovered on the beach of Bac Lieu on February 21. Local fishermen believe that the whale is a holy animal.

Five die in Binh Duong building collapse

A five-storey building collapsed in Di An town, the southern province of Binh Duong on December 19, killing at least five people and leaving four with serious injuries.

There were 14 people including painters, masons and electricians working in the building, still under construction, at the time of the collapse.

Provincial rescue workers searched for bodies in the wreckage and transported the injured to hospitals.

The two sons of building owner Hoang Tuan On are reported to have suffered broken legs in the incident, which saw the entire building leveled.

On said he purchased the original two-storey building from another owner and was modifying it to five stories.

An investigation into the cause of the collapse is underway.

Construction of new National Assembly building starts

A ground-breaking ceremony was held at the Ba Dinh Hall in Hanoi on October 12 to start the construction of a new National Assembly building, which will be the headquarters of the top legislative agency.

Present at the ceremony were Prime Minister Nguyen Tan Dung, Deputy Prime Ministers Truong Vinh Trong and Hoang Trung Hai, Deputy Chairmen of the National Assembly Nguyen Duc Kien and Uong Chu Luu, and leaders of various ministries and central agencies.

PM Dung stressed on the need to implement the construction regulations and ensure the progress and quality of the project designed by the German architects GMP, which won first prize in recent design contest.

The new building will have seven floors, including two basements and a tunnel linked to the headquarters of the Ministry of Foreign Affairs. It is expected to be completed by the third quarter of 2012 at an estimated cost of VND4,797 billion.

Quang Ninh licenses wharf building project

– Northeastern Quang Ninh province on August 15 licenced the International Container Cai Lan Company to invest 120 million USD in building and operating three wharves.

The wharves, planned to be completed in 2014 at the latest, will be capable of receiving container ships of up to 40,000 DWT.

The International Container Cai Lan Company is a joint venture of the Cai Lan joint stock company and SSA Holdings International-Vietnam Inc, an affiliate of the US SSA Marine group.-

“Green” office building built in Ho Chi Minh City

The construction of CentrePoint, one of the first and biggest “green” buildings in Vietnam , is underway in Ho Chi Minh City .

Located at 106 Nguyen Van Troi street , Phu Nhuan district, the building will consist of 17 storeys featuring 27,000 sq.m of office and 2,000 sq.m of retail shop. It is a building friendly with the environment with low rate of energy consumption.

The building includes a water and waste water treatment system, waste recycling systems and waste control system in accordance with the standards of the Australian Building Greenhouse Rating as well as the Green Star.

It is expected to be operational in mid-2009.-
