Iran says can make own nuclear fuel plates, rods

Atomic chief Ali Akbar Salehi declared in a report Saturday that Iran is now capable of making its own nuclear fuel plates and rods, technology the West says the Islamic republic does not possess.

Salehi, the driving force behind Iran’s contentious atomic programme, said the country has completed the construction of a facility in the central city of Isfahan to the fuel plates and rods which power nuclear reactors.

“We have built an advanced manufacturing unit in the Isfahan site for the fuel plates,” Salehi, who is also acting foreign minister, told Fars news agency in what was said to be an exclusive interview.

“A grand transformation has taken place in the production of (nuclear) plates and rods. With the completion of the unit in Isfahan, we are one of the few countries which can produce fuel rods and fuel plates.”

Salehi said it was the Western policies towards the Islamic republic which had propelled its nuclear achievements, including the making of nuclear plates and rods.

“This is in fact because of West’s actions that we came to this point,” he said.

“What we say is based on reality and truth. There is no exaggeration or deception in our work. It is them who do not want to believe that Iran has no intention, but to obtain nuclear technology for peaceful purposes.”

The West led by the United States suspects that Iran’s nuclear programme masks a weapons drive, a charge Tehran vehemently denies.

On November 23, Salehi had told state news agency IRNA that Iran would produce the nuclear fuel required for a research reactor in Tehran by September 2011.

“By the month of Shahrivar next year (September 2011), we will produce fuel for the reactor,” said Salehi, who is also one of Iran’s vice presidents.

Western powers have repeatedly said Iran does not possess the technology to make the actual nuclear fuel plates required to power the Tehran research reactor which makes medical isotopes.

In February 2010, Iran started refining uranium to 20 percent with the purpose of using it to make the plates that could power the reactor.

That came amid a deadlock with world powers over a nuclear fuel swap deal drafted by the UN atomic watchdog and aimed at providing fuel for the research unit.

Salehi told Fars Iran has now produced nearly 40 kilograms (88 pounds) of uranium enriched to the 20-percent level, despite Western calls for Tehran to suspend the work.

“We have nearly 40 kilograms of 20-percent enriched uranium,” he said in the interview.

The Islamic republic is under four sets of UN Security Council sanctions over its refusal to halt uranium enrichment, the process at the centre of fears about Iran’s atomic work.

Enriched uranium can be used as fuel to power nuclear reactors as well as to make the fissile core of an atom bomb.

Salehi’s latest declaration comes ahead of the next round of talks in Istanbul between Iran and the six world powers over Tehran’s nuclear programme.

On Friday, an aide to European Union foreign policy chief Catherine Ashton said the talks could resume from January 20.

“It’s a tentative date we’re looking at… We have positive feedback from Iran,” Ashton’s spokeswoman Maja Kocijancic told AFP, adding the talks were expected to last one and half days.

A previous round of talks between Iran and six world powers — Britain, China, France, Russia, the United States and Germany — spearheaded by Ashton, took place in Geneva on December 6-7.

That round followed a 14-month hiatus in the talks on Iran’s nuclear programme.

State hospital officials can work for private clinics overtime

According to the Law on Medical Treatment, medical officials are allowed to establish private clinics and work overtime at these clinics, which operate in line with the Unified Enterprise Law and the Cooperatives Law.

The Ministry of Health has announced the new law which will take effect as of January 1, 2011. Medics, however, must be licensed to practice the business.

According to deputy health minister Nguyen Thi Xuyen, the highlight of the Law on Medical Treatment is to increase the medical workers’ professional skills and to meet the increasing demand for medical check-ups and treatment.

A previous regulation on medical examination and treatment stated that individuals and organizations in public hospitals are allowed to work in private clinics until December 31, 2010.

The regulation aimed to prevent medical workers from neglecting their duties in public hospitals.

Vietnam Airlines to fly direct between Can Tho and Taipei (China)

Vietnam Airlines plans non stop flights between Can Tho and Taipei  (China) to meet travel demands of passengers during the Lunar New Year 2011.

The airlines celebrated the inauguration of Can Tho International Airport in December. The first inaugural flight departed from Can Tho at 1.55 on December 20 and arrived in Taipei at 6.15. The return flight left Taipei at 7.40 and arrived in Can Tho at 10.10.

The forthcoming flights are scheduled on December 29, January 12,19,21,29, 30 and February 5, 7,9,12.

In the first phase of renovation the airport was upgraded to receive domestic flights in 2008 and international flights in 2009. The total cost of the project from 2007 to 2025 is expected to exceed VND11, 000 billion.

The renovation will upgrade the airport to Grade 4E ICAO (International Civil Aviation Organization) standards allowing landings by larger aircrafts including the B777 and B747-400 normally used for international flights. The new facilities will also improve on the passengers checking time.

Can Tho hosts Int’l Agriculture Fair

The 2010 Vietnam International Agriculture Fair opened in the Mekong Delta province of Can Tho on December 6 with 270 domestic and foreign businesses taking part.

The week-long event is aimed at promoting domestic agricultural and rural development, attracting investment in the sector and expanding business links during the integration process.

Of the participants, 40 businesses are from Thailand, China, India, the US, Japan, the Republic of Korea, Indonesia and Singapore.

On display are machinery, agricultural equipment, production lines, processed products, fertilisers, pesticides, animal feed and medicines, aquatic products, rice, seeds, furniture, fruits and rare plants and animals from the central and southeastern region as well as the Mekong Delta.

A conference will be held for farmers to show their skills in growing grapefruit in various shapes, planting seedless jackfruit in Hau Giang, using combine harvesters and pesticides in Can Tho, raising chickens in Tien Giang and using seed classification and cleansing machines in An Giang.

The organising board will award 17 outstanding farm households from 13 cities and provinces in the Mekong Delta, with 5 million VND each.

The Ministry of Industry and Trade is using the occasion to present certificates of merit to 11 businesses from Long An, Hau Giang, Tien Giang, Hanoi, Ho Chi Minh City and Can Tho for their contributions to the country’s economic development and will also present gold medals for the best fertilisers, seeds, veterinary medicines, aquatic products, plastics and pesticides which are competitive in the international market.

During the fair, there will be trade promotions, contract signings, technology transfers and seminars.

The Southern Agricultural Technology Institute, the Mekong Delta Rice Institute, Can Tho University and the Can Tho Agricultural and Rural Development Department will provide farmers with consultancies on cultivation techniques, animal husbandry, harvesting and post harvesting operations, the labour market, vocational training, jobs and capital assistance programmes.

N.Korea says ‘no-one can predict consequences’ of US drill

Democratic People’s Republic of Korea state media warned on Saturday that “no-one can predict the ensuing consequences” if a US carrier group goes ahead with a planned drill with the Republic of Korea (RoK) in the Yellow Sea.

The Korean Central News Agency (KCNA) statement came days after the hardline communist regime sharply heightened regional tensions with an artillery attack that killed two marines and two civilians on a RoK border island.

The nuclear-powered aircraft carrier the USS George Washington and its battle group plans four days of exercises from Sunday with a flotilla of RoK warships in a show of force meant to deter Pyongyang.

The KCNA report labelled the United States “the arch-criminal who orchestrated the recent military clash”, in which RoK on Tuesday returned artillery fire at the North.

The report repeated Pyongyang’s claim that it attacked in response to RoK conducting a military exercise that lobbed shells into waters that the North regime regards as its own.

The KCNA report argued that its own “counter-shelling” was “a resolute and proper retaliation against the reckless military provocation of the enemy”, and argued that the US was then quick to take advantage of the clash.

“No sooner had the Yeonpyeong incident occurred than the US announced that it would stage joint naval exercises with the RoK puppet forces with nuclear-powered carrier George Washington,” the report said.

It went on to warn: “If the US brings its carrier to the West Sea of Korea at last, no one can predict the ensuing consequences”, using the Korean term for the Yellow Sea.

KCNA also said two civilian deaths from its artillery strike on the South were “if true… very regrettable” but also charged they had been used as “human shields” by being placed near artillery positions.

Super Typhoon Megi can change direction

After hitting Vietnam’s East Sea, the super Typhoon Megi has grown stronger as it approached the Philippines’ Luzon Island, said the National Hydrometeorological Forecast Center.

The eye of storm was located at 16.7 degrees north latitude and 118.1 degrees east longitude and around 620km to the east of Vietnam’s Hoang Sa Archipelago (Paracel Islands) with gusts from 183-221 kph at noon October 19.

The storm was forecast to move west-northwest with wind speeds of 10-15 kph in the next 24 hours and become stronger even over the next few days.

The storm eye is around 400km to the Hoang Sa Archipelago with gust of over 200kph on October 20 and will move between west-northwest and northwest with wind speed about 10 kph on 21.

Forecasters said waves off the east of East Sea could be great from 12- 14 meters.

According to the weather bureaus throughout the world, the super storm is forecast to head to China.

However, Megi, the strongest storm in the last 20 years in the Eastern East Sea and Pacific region, is a complicated typhoon. It can not give exact forecast of the super typhoon’s course.

In related news, 16 shipwrecked fishermen were rescued from their boat No.0106-Hoa Hai in the Hoang Sa Archipelago region by the Brunei’ naval ship in the evening of October 19. Sinking boat’s captain Nguyen Ngoc Sinh called his family to say they were safe on the same day.

Can Tho City mulls over golf project elimination

Can Tho will consider dropping the golf project at Binh Thuy District, said Nguyen Thanh Son, deputy chairman of Can Tho City People’s Committee.

The municipal committee had entrusted the Department of Construction with inspecting and giving consultancy about this problem before taking action, he said.

In August 2004, the committee issued a decision to allow Hong Lam Company to build a center for entertainment, culture, and sports at Long Hoa Ward, Binh Thuy District.

In July 2008, it granted the company an investment certificate, allowing it to build an 18-hole golf course in an area of 94 hectares, a housing resettlement in an area of 54 hectares, and an entertainment center with a total investment of VND1 trillion. The project was scheduled to finish by the last quarter of this year. However, the company has conducted sluggishly its project, causing many difficulties to local residents.

By the end of last year, the committee decided to withdraw the project’s investment certificate.
