Party Central Committee concludes 14th meeting

The 14th meeting of the Communist Party of Vietnam Central Committee (CPVCC), 10th tenure, closed in Hanoi on December 22, following 10 days of sitting.

In his closing speech, Party General Secretary Nong Duc Manh said that with a high level of responsibility, the meeting discussed and endorsed recommendations to the draft documents to be submitted to the XIth National Party Congress, which were put forward by Party congresses at all levels, National Assembly deputies, the Fatherland Front, mass organisations, officials, Party members, the people and overseas Vietnamese.

The suggestions cover a wide range of fields with different scopes, contents and levels, but all are earnest and reflect the thoughts, concerns and findings about the country’s renewal and development process amid new conditions, demonstrating their sense of identity with the Party and the nation and their wish for the Party to be cleaner and stronger and see the country develop rapidly and sustainably, Mr.Manh said.

He went on to say that the meeting considered opinions that more clearly and deeply express assessments of the country after 25 years of renewal, 20 years of implementing the 1991 Platform, 10 years of implementing the socio-economic development strategy and five years of implementing the 10th National Party Congress Resolution.

The meeting looked into strengths and shortcomings in leadership, and performance, lessons of experience, the country’s current situation and emerging issues that need to be addressed.

It also adjusted a number of points in the targets, tasks, policies and major solutions, especially in human resource, social progress and equality, building new rural areas, environmental protection, natural disaster prevention and control and response to climate change.

Regarding the Party building work, the meeting endorsed many ideas that mainly focused on the relationship between improving the Party’s leadership and combative capacity and building a clean and strong Party, as well as continuing to step up the implementation of the “Studying and following the moral example of Ho Chi Minh” campaign and renovating the Party’s personnel work and leadership modes in line with new development requirements.

The delegates reviewed and assessed mechanisms and models on corruption prevention in order to put forward more practical and effective solutions and policies in the future.

With these amendments and supplements, the draft documents to be submitted to the Congress have been completed, representing the immense intellectual ability of the entire Party and people.

Regarding personnel nomination to the CPVCC, 11th tenure, the conference made careful consideration of the results reached during the previous meeting and approved a list to be introduced at the 11 th National Party Congress.

The CPVCC also decided the time of convening the 11th Congress and adopted its draft agenda and working regulations for submission to the Congress for approval.

General Secretary Manh affirmed that with the results reached during this conference, the CPVCC presented a high sense of responsibility, held fast to principles as well as basically completed the 10 th tenure’s programmes and undertook considerable preparations for the 11th National Party Congress under the Party statutes.

The ELSA 2010 Meeting concludes

PANO – The 10th scientific meeting on Endoscopic and Laparoscopic Surgery of Asia (ELSA) under the theme “Firm Foundation, Technical Development” and the 3rd Vietnam Association of Endolaparoscopic Surgeons (VAES) Congress concluded at the National Convention Center in Hanoi on November 27th.

Around 1,800 leading professors, doctors and endoscopic experts from more than 30 countries over the world participated in the three-day meeting.

Scientific reports focused on not only endoscopic achievements in digestion, obstetrics and pediatrics but also the latest applications such as robotic surgery.

12th NA concludes its eighth session in Hanoi

After a full month of intensive work with a democratic spirit of renewal and a high sense of responsibility, the 12th National Assembly (NA) closed its eighth session in Hanoi on November 26.  

At this session, NA members reviewed the implementation of the socio-economic development plan and the State budget for 2010, worked out a new plan for socio-economic development and the State budget for next year, carried out law making and supervisory programmes, and made decisions on important national issues.

In his closing speech, NA Chairman Nguyen Phu Trong said the NA agreed that this year, the entire Party, people and soldiers spared no efforts to overcome every difficulty and challenge in order to fulfill the targets of socio-economic development. Most of the set targets have been reached and the national economy has recovered from recession and posted a relatively high growth rate. The State budget’s revenues have increased while social welfare continue to see improvements.

However, NA deputies admitted some weaknesses and limitations such as unsustainable growth, slow economic restructuring, poor competitiveness, high trade deficit, high budget overspending and public debts, and low investment efficiency.

In addition, inflation controls have proved ineffective. The price of essential goods is not yet under control and the gold market and the foreign exchange rates still face instabilities.

Regarding the 2011 plan for socio-economic development, NA deputies underlined the need to stabilise the economy, control inflation along with renewing the growth model and restructuring the economy, attain a higher economic growth rate than 2010, and increase the quality, efficiency and competitiveness of the national economy.

It is essential to ensure social welfare, improve people’s living standards, maintain political stability, national defense and security, and increase the efficiency of foreign affairs- related work and international integration.

The NA approved 9 draft laws and one resolution, including the Environmental Protection Tax Law, the Consumer Rights Protection Law, the Minerals Law (revised), Amendments and Supplements to some Articles in the Securities Law, the Insurance Business Law, the Law on the Election of NA and People’s Council members and a resolution on tax policy for agricultural land use.

They also held debates on 9 other draft laws, including the Independent Auditing Law, the Capital Law, the Complaints & Denunciations Law, the Measurement Law, the Anti- Human Trafficking Law, the Archives Law, the Cooperative Law (revised), and Amendments and Supplements to some Articles of the Civil Procedure Code.

The NA questioned four ministers with the participation of two deputy ministers and six other ministers who also explained related issues. The Prime Minister also directly answered queries raised by NA deputies and clarified a number of major issues relating to the government’s management and guidance.

The NA’s question and answer sessions focused on key issues of great concern to NA members and voters such as price fluctuations, the trade deficit, management and operational efficiency of groups and State corporations (the Vietnam Shipbuilding Industry Group known as Vinashin is for example),  power supplies and safety, and the efficiency of a bauxite project in the central highlands.

Q&A sections continued to be improved, obtain practical results and were conducted in a frank, open, and constructive manner. Many NA members admitted their sectors’ weaknesses and limitations and clarified their individual responsibility.

In conclusion, NA Chairman Trong said the eighth session discussed many important issues with heart-felt opinions from NA deputies and thorough preparations of the NA and relevant agencies.

Before the closing ceremony, the NA voted for the approval of a resolution on the Dung Quat refinery project. By a 90.26 percent vote, the NA adopted a resolution on the implementation of administrative procedures relating to citizens and businesses under an overall administrative reform programme in the 2001-2010 period.

Land-use plans concludes in 2010

Vietnam’s land administration sector expects to complete land-use planning for all communes and wards by 2020, according to the participants at a seminar on developing a modern administration system held on September 10 in Hanoi.

Minister of Natural Resource and Environment, Pham Khoi Nguyen, said the sector plans to create advanced models and apply modern technologies to its projects.

The sector is also striving to create a management board similar to those in developed countries by 2020 and to create a modern and system by 2030. 

Tommy Osterberg from Sweden’s Ministry of Environment suggested that municipalities should be in charge of planning their own comprehensive land-use and development. 

Rik Wouters from the Netherlands said over 70 percent of land in developing countries was not registered and remained outside the official management system. 

He said the land administration should consider recording and disseminating information and take into account the land’s ownership, value and use when implementing policies.

National Skills Competition concludes

National Skills Competition concludes

PANO – The 5 day National Skills Competition 2010 concluded on August 1st with 31 first prizes, 13 second prizes, 27 third prizes and more than 200 consolation prizes.

The event saw the participation of 396 candidates from 50 teams nationwide.

The Ministry of Agriculture and Rural Development’s team was ranked first, followed by teams from Hanoi and Ho Chi Minh City.

The competition is a good chance for skilled workers to exchange and share experiences and improve the vocational training movement for young workers.

Through the event, the organising board will choose the best workers for the 8th ASEAN Professional Skills Competition 2010 to be held on November in Thailand and for the 41st World Professional Skills Competition to be held in October 2011 in the UK, and previously, Vietnamese team always won high positions at these two international professional skills competitions.

President concludes his visit to Finland

As 2010 ASEAN Chair, Vietnam is ready to act as a bridge to Finland’s cooperation with Southeast Asia, said President Nguyen Minh Triet.

At 4 pm (Hanoi time) on May 22, State President Nguyen Minh Triet left Helsinki for Hanoi, successfully concluding his State visit to Finland. Prior to his departure, Mr Triet met with Finnish Prime Minister Matti Vanhanen.

At the meeting, President Triet expressed his delight at visiting Finland and thanked the Finnish Government and people for their support in Vietnam’s past struggle for national liberation and its current process of national construction.

Revealing the outcome of his talks with Finnish President Tarja Halonen, Mr Triet said that Vietnam will implement the agreements reached and work hand in hand with Finland to raise two-way trade turnover and Finland’s investment in Vietnam to US$1 billion, each in the next few years.

Vietnam pledges to create the best possible conditions for Finnish businesses to invest in fields where they boast strengths such as information technology, ship building and the wood and paper industries.

PM Matti Vanhanen praised Vietnam’s significant achievements in the Doi Moi (Renovation) and international integration process during which it has maintained a high economic growth rate even through the global financial downturn.

The Finnish PM affirmed that Finland highlights Vietnam’s status and role in Europe, Asia and in the world, and hopes to promote its comprehensive cooperation with Vietnam, particularly in economics, trade and investment, with the aim of raising bilateral cooperation in these fields on a par with their fine political relationship.

Mr Matti hopes that Vietnam will successfully perform its role of ASEAN Chair while affirming that Finland will continue to support Vietnam in enhancing its cooperation with the EU.

Earlier, President Triet received the Chairman of the Communist Party of Finland (CPF) Yrjo Hakanen. Mr Triet congratulated the Party on its successful organisation of the Party congress and said Vietnam is always grateful for the valuable support and assistance given by Finnish communists.

Mr Hakanen praised the Communist Party of Vietnam (CPV) for leading the people to major victories for the Vietnamese nation and the world.

The CPF attaches great importance to expanding international relations including sharing experiences and consolidating solidarity within the CPV.

The same day, Mr Triet received leaders from some Finnish companies.

Vietnam opens its doors to welcome Finnish businesses who want to cooperate with the country in the spirit of mutual benefit, said Mr Triet

Finnish business leaders regard Vietnam as one of the most attractive markets in Asia and they hope their businesses will cooperate successfully in Vietnam.
