REIT best choice for Vietnam’s property market, says conference

The model of real estate investment trust (REIT) funds should be applied into the rapidly growing real estate market in Vietnam, said economists at a conference on developing residential housing and property market in Hanoi last week.

Real estate investment trusts (REIT) are booming, with an average profit of around 3-5 percent, Abas A. Jalil, director of the property investment fund AmanahRaya-REIT Managers, said at a conference in Hanoi.

REIT funds focus on leasing lands, buildings, and expanding their property investments to generate as much profit as possible to their shareholders.

Singaporean economist Professor Habibullah Khan said REIT are more competitive in his country. There are three kinds of real estate investment trust, including equity REIT, mortgage REIT and hybrid REIT.

Equity REITs invest in various types of income-producing commercial properties. The income is then shared in investor dividends. Profit will be based on numerous criteria including what type of property it is and how much income it generates.

Mortgage REITs either buy up pools of mortgages made by others or make mortgage loans directly.

A hybrid REITs are merely a REIT that invests both in actual real estate properties and mortgage loans. Most of REIT funds in Singapore are equity REIT, Professor Habibullah Khan said.
Phan Thanh Mai, general director of the property investment fund VPREIT, said REIT funds in Vietnam also developed strongly in the last five years. However, their investment in residential housing market remained low.

Most of investments poured into the housing market were from banks and individual buyers, Mai said. Therefore, he recommended that REIT funds should be allowed to mobilize capital from individuals.  

Statistics showed there were around 10,800 hotels with 210,000 offices, 98 resorts with 8,150 rooms nationwide so far this year. Deputy Construction Minister Nguyen Tran Nam said the local property market remained an attractive destination to foreign investors.

Foreign investors have invested 500 real estate projects with the total investment of more than $40 billion since the end of last year. The outstanding property loans at commercial banks reached VND210.77 trillion ($10 billion) on July.

However, property investors still have to cope with illegal transactions, significant price fluctuations caused by speculation, ineffective land use managements and poor town planning.

The 24th Asian Association of Open Universities (AAOU) annual conference opened in Hanoi for the first time on October 27.

Attending the two-day event were Deputy Prime Minister Nguyen Thien Nhan, Deputy Minister of Education and Training Bui Van Ga, representatives of 70 distance education universities from 45 AAOU member countries and territories, international organisations in Asia and members of the AAOU across the world.

At the ceremony, Deputy PM Nguyen Thien Nhan spoke highly of the AAOU’s role in offering study opportunities for the people. He affirmed that open and distance education contributed to building a lifelong study-oriented society for everyone and had become an integral part of the national education system.

With the theme “Open distance learning towards building sustainable global learning communities”, the event will focus on ideology and philosophy, partnership and communication, methodology and technology, sustainability, access, equity and quality, opportunities and challenges.

About 200 reports discussed the building of a sustainable study community and its challenges, cooperation among colleges and universities in sharing materials and e-learning equipment, and government subsidies for distance education.

Online conference discusses rural development

An online conference was held in Hanoi on August 6 to discuss ways to mobilise wider support for Vietnam’s rural development programme.

Minister of Agriculture and Rural Development, Cao Duc Phat outlined the basic goals of the programme: build new and more modern rural infrastructure, combine agriculture with the services industry, build more democratic and stable rural communities, preserve cultural identities, and improve the living conditions of rural people.

The programme hopes to bring 20 percent of all communes up to the new rural standards by 2015 and 50 percent of the communes by 2020.

Deputy Prime Minister Nguyen Sinh Hung, head of the programme’s National Steering Board told the conference that to make the programme work, local communities must closely adhere to the programme’s recommendations and use resources effectively.

Karzai assures conference on Afghan leadership

KABUL (AFP) – Afghan President Hamid Karzai sought to convince an international conference in Kabul on Tuesday that his government could assume full leadership by 2014 and demanded greater control of aid money.

Karzai’s administration is under massive Western pressure to crack down on corruption, prove that it is serious about taking responsibility for security and can ultimately face down a spiralling nine-year Taliban insurgency.

The war is killing record numbers of Western soldiers and the Taliban control large swathes of the south even as the United States leads a surge of foreign troops to 150,000 in weeks under a counter-insurgency push.

“I remain determined that our Afghan national security forces will be responsible for all military and law enforcement operations throughout our country by 2014,” Karzai told representatives from 70 organisations and states.

Thousands of Afghan police, military and security forces, backed up by NATO forces, put Kabul under security lockdown to guard against any possible Taliban attack marring the conference at the heavily protected foreign ministry.

Karzai said the international community had committed enough money to see Afghanistan through the next three years and called for greater control of the multi-billion-dollar aid budget for his impoverished country.

“We all agree that steady transition to Afghan leadership and ownership is the key to sustainability,” he said.

“We are pleased that the international community in general and the United States, in particular, have committed to channel 50 percent of their assistance through the Afghan budget in the next two years.

“Our systems are strong and improving, and we are committed to working with donors to give them the confidence needed to channel resources through the Afghan budget.”

Since the Taliban regime was overthrown in 2001, only 20 percent of pledged funds — an estimated total of 40 billion dollars — had been channelled through the Afghan budget, leading to serious corruption among the rest.

The West is under increasing public pressure to justify their aid and military commitments to one of the world’s most corrupt countries where the war has killed at least 380 foreign soldiers so far this year.

UN chief Ban Ki-moon, who joined Karzai in chairing the conference, called on Afghans to take greater responsibility for all the country’s challenges.

“Let us also be clear — just as Afghans are taking greater responsibility for governance and development so must they take greater responsibility for security as well,” he said.

US Secretary of State Hillary Clinton, who held talks with Karzai late Monday, said transition to Afghan leadership could not be put off indefinitely but said much more work faced the Afghan government on corruption.

“The Afghan government is stepping forward to deal with a multitude of difficult challenges. We?re encouraged by much of what we see, particularly their work to improve governance,” Clinton told the conference.

“These steps are important. But much more work remains,” she said.

Afghanistan and the United States are trying to reach out to Taliban foot soldiers, offering them jobs and cash in exchange for laying down their weapons. Karzai has also called for peace talks with insurgent leaders.

Karzai won endorsement from Afghan leaders last month to start peace talks with insurgent leaders and called on the international community to back his efforts — despite at least initial scepticism from the United States.

“We hope those who have taken arms against our country will see the wisdom of pursuing their legitimate aspirations through peaceful means. We expect our international partners to endorse and support our peace initiatives.”

NATO chief Anders Fogh Rasmussen emphasised that the alliance would remain in Afghanistan even after Afghans take over responsibility for security.

Rasmussen said transition would be based on “conditions, not calendars” with NATO forces working to train Afghan police and army to take the lead in protecting the country.

“And when it happens, international forces won’t leave; they will simply move into a supporting role,” he said.

Conference to step up IT application in finance

Foreign and local information technology (IT) experts together with financial policy makers will gather in Hanoi from September 22-24 for a conference and exposition on IT application in the financial sector in Vietnam.

The 7th Information and Communication Technology in Finance (ICTF) conference and expo will be jointly held by the Finance Ministry and the International Data Group (IDG) under the theme of “E-finance development until 2015.”

Speaking at a press conference in Hanoi on June 22, the organisers said participating experts will advise on building strategy with experiences of foreign countries for the development of Vietnam ’s financial system.

On the sidelines of the conference, there will be an exposition displaying the latest ICT products and solutions of both local and foreign companies.

Within the programme, the IDG will organise a ceremony to present the Oustanding ICT Leader Awards to 20 most excellent business executives from ten ASEAN countries, who have actively promoted ICT application and improved operational procedures in corporations.

Last year, only ten similar awards were presented to business leaders from the three Indochinese countries of Cambodia , Laos and Vietnam.

Meteorologists from ASEAN countries, Japan and the Republic of Korea gathered in Da Nang City on May 10 to discuss, study and forecast natural disasters and how to respond to them.

The 32 nd meeting of the ASEAN Sub-committee on Meteorology and Geo-physics (SCMG) reviewed the progress of projects and initiatives that were ratified at the previous meeting in Thailand in 2009.

During the three-day conference, the participants will discuss three principal topics; earthquakes and tsunamis, tropical storms in the East Sea and trans-border ash clouds.

Vietnamese Deputy Minister of Natural Resources and Environment Nguyen Van Duc, told the gathering that Southeast Asia is one of the regions to be most frequently hit by natural disasters, which occur because of both meteorological and geophysical reasons.

He also said the meteorology and geo-physics sub-committee has taken part in many projects and stepped up international cooperation to improve member countries’ capacity in this area, especially weather forecasting, to deal with the socio-economic impacts of natural disasters around the region.

Global influenza conference opens

The Seventh International Ministerial Conference on Animal and Pandemic Influenza – 2010 (IMCAPI) opened in Hanoi on April 20.

David Nabarro, Senior United Nations System Influenza Coordinator, said in a video message sent to the IMCAPI that priorities should be focused on maintaining and building on the achievements that have already been made to control the H5N1 virus, and on developing institutions, professional capacities and systems in order to cope with challenges of emerging infectious diseases.

The Deputy Minister of Agriculture and Rural Development, Bui Ba Bong, suggested the conference should assess global progress in controlling Highly Pathogenic Avian Influenza, which is caused by the H5N1 virus, and propose new steps to reduce and potentially eradicate this serious threat.

In a premeeting session on April 19, participants reviewed recent experiences and achievements of global responses to H5N1 and A/H1N1, defined the scientific rationale for continued attention and identified new challenges.

Ha Long hosts World’s Most Beautiful Bays Club conference

Ha Long city in the northern province of Quang Ninh will host the World’s Most Beautiful Bays Club Conference from April 29th to May 2nd.

Established in 1997, the World’s Most Beautiful Bays Club currently has 30 official members, including Ha Long Bay in Quang Ninh, Nha Trang Bay in the southern central province of Khanh Hoa, and Lang Co Bay in the central province of Thua Thien Hue. The club has also planned to admit 4 new members during this year’s conference.

According to Ha Long Bay’s management board, this year’s event, coinciding with the Ha Long Tourism Festival 2010, will be a good opportunity to promote a voting campaign for Ha Long Bay as one of the world’s new seven natural wonders.
