HCM CITY — HCM City should offer more incentives and better working conditions to attract talented human resources, especially in technical fields, an expert panel said on a HCM City Television show on Sunday.

Many students studying in the city want to stay and work here after graduating but inappropriate policies mean many of them are lost, the experts said. As a result, there are only 3,400 Ph.Ds, 15,000 postgraduates, and more than 300,000 university graduates, well short of the city’s manpower needs.

Chairwoman of the city People’s Council, Pham Phuong Thao, said the city had a programme to train human resources but its annual budget was less than 2 percent of the city’s overall budget, adding it should be increased to 3 or 4 percent.

Phan Kim Ngoc of the HCM City University of Natural Sciences said the city had a “gold mine” of human resources but it was being wasted because of unreasonable stipulations. He pointed to conditions imposed on talented people before providing them scholarships – like having to be natives of the city and having to work for the city after they graduate.

The low salaries paid to experts was another hurdle in attracting them to the city, Pham Khanh Phong Lan, deputy director of the city Department of Health, said.

Most of the panellists on the discussion agreed that the city would need to make long-term investment in training lecturers and students and have strategies to attract overseas Vietnamese to teach in colleges. —
