Iran says can make own nuclear fuel plates, rods

Atomic chief Ali Akbar Salehi declared in a report Saturday that Iran is now capable of making its own nuclear fuel plates and rods, technology the West says the Islamic republic does not possess.

Salehi, the driving force behind Iran’s contentious atomic programme, said the country has completed the construction of a facility in the central city of Isfahan to the fuel plates and rods which power nuclear reactors.


“We have built an advanced manufacturing unit in the Isfahan site for the fuel plates,” Salehi, who is also acting foreign minister, told Fars news agency in what was said to be an exclusive interview.


“A grand transformation has taken place in the production of (nuclear) plates and rods. With the completion of the unit in Isfahan, we are one of the few countries which can produce fuel rods and fuel plates.”


Salehi said it was the Western policies towards the Islamic republic which had propelled its nuclear achievements, including the making of nuclear plates and rods.


“This is in fact because of West’s actions that we came to this point,” he said.


“What we say is based on reality and truth. There is no exaggeration or deception in our work. It is them who do not want to believe that Iran has no intention, but to obtain nuclear technology for peaceful purposes.”


The West led by the United States suspects that Iran’s nuclear programme masks a weapons drive, a charge Tehran vehemently denies.


On November 23, Salehi had told state news agency IRNA that Iran would produce the nuclear fuel required for a research reactor in Tehran by September 2011.


“By the month of Shahrivar next year (September 2011), we will produce fuel for the reactor,” said Salehi, who is also one of Iran’s vice presidents.


Western powers have repeatedly said Iran does not possess the technology to make the actual nuclear fuel plates required to power the Tehran research reactor which makes medical isotopes.


In February 2010, Iran started refining uranium to 20 percent with the purpose of using it to make the plates that could power the reactor.


That came amid a deadlock with world powers over a nuclear fuel swap deal drafted by the UN atomic watchdog and aimed at providing fuel for the research unit.


Salehi told Fars Iran has now produced nearly 40 kilograms (88 pounds) of uranium enriched to the 20-percent level, despite Western calls for Tehran to suspend the work.


“We have nearly 40 kilograms of 20-percent enriched uranium,” he said in the interview.


The Islamic republic is under four sets of UN Security Council sanctions over its refusal to halt uranium enrichment, the process at the centre of fears about Iran’s atomic work.


Enriched uranium can be used as fuel to power nuclear reactors as well as to make the fissile core of an atom bomb.


Salehi’s latest declaration comes ahead of the next round of talks in Istanbul between Iran and the six world powers over Tehran’s nuclear programme.


On Friday, an aide to European Union foreign policy chief Catherine Ashton said the talks could resume from January 20.


“It’s a tentative date we’re looking at… We have positive feedback from Iran,” Ashton’s spokeswoman Maja Kocijancic told AFP, adding the talks were expected to last one and half days.


A previous round of talks between Iran and six world powers — Britain, China, France, Russia, the United States and Germany — spearheaded by Ashton, took place in Geneva on December 6-7.


That round followed a 14-month hiatus in the talks on Iran’s nuclear programme.

Two cold fronts make their ways to Vietnam

A cold front has moved into northern Vietnam while another is likely to follow on January 5 making the northern and central regions extreme cold in several portions in the next six to eight days.


The National Hydro Meteorological Forecasting Center said that the later cold front will even affect the southern region, making the temperature slide below 21 degree Celsius in Ho Chi Minh City.


Meanwhile, the northern provinces will be benumbed with the mercury plunge to only 0 degree Celsius. Frost is forecast to occur in several areas.


The country waters will continuously experience northeasterly winds at level 6-7 (39-61 kilometers an hour) and gales up to level 8-9 (62-88 kilometers an hour) in the next ten days.


Boat should keep watch of waves up to 3-5 meters.

‘Gag unit’ to try to make NZealand death mine safe

GREYMOUTH, New Zealand, Nov 26, 2010 (AFP) – A specialist machine arrived in New Zealand Friday to aid the grim task of reaching the bodies of 29 men killed in the nation’s worst mining disaster for almost a century, police said.


Authorities hope it will speed up the recovery of corpses from the Pike River mine, which remains flooded with toxic gases following a tragedy that plunged New Zealand into mourning.

The Australian device, known as a “gag unit”, would use water vapour and gases to purge oxygen from the mine and ensure there would be no repeat of the two explosions that rocked it over the past week, the machine’s operators said.


“It displaces explosive gases or methane gases, extinguishes any fires and suppresses any sparking or sources of ignition,” Queensland Mines Rescue Service manager Wayne Hartley told TNVZ Friday.


Prime Minister John Key has warned that it could take months to reach bodies entombed in the mine, preventing grieving families from properly bidding farewell to their loved ones.


The relatives’ slim hopes of a miracle rescue following an explosion at the mine last Friday were dashed by an even bigger blast on Wednesday that authorities said no one could survive.


The “gag unit” machine could not have been used while there was a faint chance some of the men remained alive in the mine shaft at Pike River, on the remote west coast of New Zealand’s South Island.


Grey District mayor Tony Kokshoorn said recovering the victims — 24 New Zealanders, two Australians, two Britons and a South African — was an essential part of bringing closure to distraught relatives.


“We want the miners out of the mines and into the loving arms of the families,” he said Friday.


Police confirmed the machine, which incorporates a specialist jet engine, had arrived at Hokitika airport, near the mine, but said it was unclear how long it would take to assemble and deploy to make the mine safe for retrieval teams.


A cocktail of explosive gases prevented rescuers from going into the colliery, which sent its first shipment of hard coking coal for steelmaking to India only this year.


Pike River Coal executives were scheduled to meet Friday to discuss the future of the mine, with the company’s chief executive Peter Whittall and local politicians pushing for it to reopen once rendered safe.


“It’s not like the mine was a big scary place that was waiting to kill them,” Whittall told reporters. “The mine was where we worked, it was where we went to every day, we understood it.”


Key has vowed “no stone would be left unturned” in finding why the 29 men perished and stringent safety mine standards went “terribly wrong”.


Condolence messages have poured in from around the world for the victims, who ranged from a 17-year-old on his first shift to a 62-year-old veteran.


Britain’s Queen Elizabeth II — who is also the head of state of New Zealand — and US Secretary of State Hillary Clinton were among the dignitaries who expressed sorrow over the tragedy.


Australian Prime Minister Julia Gillard said hopes for a repeat of a dramatic rescue in her own country at Tasmania’s Beaconsfield mine in 2006 and last month’s retrieval of 33 Chilean miners had been dashed.


“After Beaconsfield, then Chile this year, I suppose in some part of our minds we were always hoping, always thinking that there’s going to be a happy ending. Unfortunately, and tragically, there wasn’t,” she said.

The shares of 261 companies and five mutual funds listed on the Ho Chi Minh Stock Exchange shot up 1.15 percent, or 5.13 points, to finish at 450.96 points.


Trading volume slumped by half over the previous day as around 33.2 million shares changed hands at VND839.8 billion.


Of the index, 132 stocks advanced, 72 retreated, while 63 remained unchanged.


Ocean Group Joint Stock Company (OGC) continued to take the position of most active share in volume with 1.6 million shares.


Saigon Thuong Tin Commercial Bank or Sacombank (STB) ranked second with 1.44 million shares changing hands.


Saigon Securities Inc. (SSI) came next with 1.06 million shares traded.


Hoa Binh Construction & Real Estate Corporation (HBC) sprang the daily maximum allowed limit of 5 percent to VND42,000.


AgriBank Securities Joint Stock Coporation (AGR) and Vien Dong Pharmaceutical Joint Stock Company (DVD) both closed up 4.95 percent to VND10,600, and VND95,500 respectively.


The newly listed Tay Bac Minerals Investment Joint Stock Company (KTB) declined for a second day, losing 5 percent to VND36,100.


Ha Tien Transport Joint Stock Company (HTV) dropped 4.96 percent to trade at VND36,400.


Camau Trading Joint Stock Company (CMV) went down 4.93 percent to VND27,000.


The northern bourse successfully prevented the HNX-Index from dropping for the fifth consecutive session as the index unexpectedly gained 1.1 points, or 0.91 percent, to 122.02 points. Trading volume fell by 30 percent over yesterday. Around 31.3 million shares worth VND720 billion changed hands.


The UPCoM-Index inched up 0.09 points to 45.24. Around VND4.4 billion were spent on 0.29 million shares as of 11:20 am local time.

Barefoot science students make tricycle using solar energy

The Da Nang Poly-technique University was abuzz with admiration for three “barefoot science” students who designed and built a tricycle using solar energy.

Ta Ngoc Thien Binh, Huynh Kim Trang and Pham Nguyen Son of the Mechanic Department of the university, invested their own money to research and develop the new product because they felt sorry for tricycle drivers, who had to work in the scorching sun in central Vietnam.


The three barefoot science students said the biggest difficulty getting a hold of the design document. They journeyed to Ho Chi Minh City and the Mekong delta province of Can Tho to learn more about the machine.


Their efforts paid off after two months, when they finished the vehicle model with the zealous assistance of teacher Duong Viet Dung. They then had to overcome financial barriers. Upon hearing the group’s story, teachers, the Mechanic department and their families decided to help the ambitious students to make their dream come true.


The newly invented vehicle ran on June 15. The 350-kilogram tricycle, named Solar Car C4, has two seats; and is capable of achieving a maximum speed of 30 kilometers an hour. Its electrical charge lasts for 30 kilometers, but most importantly, it can utilize gas when it is out of electricity or if it is cloudy.


Its design is small, making it suitable for tourist service in the central city of Da Nang, which intends to become an environmentally friendly city.  It is also perfect for the UNESCO-recognized natural heritage site of Hoi An town, which ban vehicles with engines, said Thien Binh.


The Solar Car C4 won second prize at the competition launched in 2009 by the Communist Youth Union and the Ministry of Natural Resources and Environment. The barefoot science students have entered their product to the “Student conduct scientific research” contest and the Competition for Creativeness of adolescents & children nationwide 2010.


The cost of Solar Car C4 is over VND80 million. The group expects a motor company to invest in it and improve aspects of its technical design to produce a fleet of solar tricycles in Da Nang.

Quang Binh floods make thousands homeless

Thousands of people in Quang Binh Province’s Tan Hoa commune have left caves in a nearby mountain to come back home. However, flash floods triggered by heavy last week damaged many houses, a lot of people have become moneyless and homeless.

After several days fighting with the flood, many have been exhausted due to lack of food, coldness and illnesses.


Currently, residents’ lives in the Tan Hoa commune depend on quantity of relief supplies mainly instant noodles.


Although the water lever is decreasing, the whole commune is still like a lake with hundreds of sinking roofs.


Cao Xuan Luc, chairman of Tam Hoa commune People’s Committee said all households lost rice, corn, which are reserved to fight against hungry and hardships during several months.


Thousands of cattle and pigs were immerged by flood, Luc said.

Flash floods in Central Viet Nam have claimed up to 66 lives, left 17 people missing and injured another 75, according to the Central Steering Committee for Flood and Storm Control.


Quang Binh Province was hardest hit. Several districts were reported to be under water, including more than 6,300ha of residential areas. About 100,000 people are said to be suffering from a lack of clean water.

Typhoon forecast to make landfall in north

Conson, the first tropical storm of the year in Vietnam, might approach the northern coast and make landfall in Quang Ninh and Hai Phong provinces on July 17, the National Hydro Meteorological Forecasting Center has said.

As of 7am on July 16, the storm was centered at approximately 17.1 degrees north latitude and 111 degrees east longitude on the waters off the Hoang Sa (Paracel) Islands, 630 kilometers southeast away from provinces extending from Hai Phong to Nghe An.


Strongest winds near the storm center peaked at 103-133 kilometers an hour with gusts topping 149 kilometers per hour.


The center director Bui Minh Tang said that with this movement, Typhoon Conson would make landfall on China’s Hainan Island and then move straight to the Gulf of Tonkin on July 16.


The storm then will approach the Vietnamese coast at Mong Cai Town in Quang Ninh Province on July 17, Tang said. All coastal provinces from Ninh Binh to Quang Ninh should prepare for the storm’s devastation, he warned.


Affected by the storm, the Gulf of Tonkin has been forecast to experience strong winds by early July 16 with Co To and Bach Long Vy Islands being the first affected areas.


Meantime, the northern mainland will suffer sustained winds of around 39-61 kilometers an hour, forecast to intensify as the typhoon nears the shore.


The northern region will see heavy rains from July 16 to 18. Northern mountainous provinces like Ha Giang, Lao Cai, Lang Son, and Cao Bang should prepare to cope with prone flash floods and landslides triggered by heavy rains.


The Central Steering Committee on Flood and Storm Prevention has ordered authorities in coastal provinces from Quang Ninh to Thanh Hoa to call all boats ashore and ban them from returning to sea to prevent danger to lives and property.


According to the Border Guard High Command, three Quang Nam Province fishing boats have yet to be contacted by the mainland, while 33 Quang Ngai Province boats have not moved out of the waters near Hoang Sa Island despite warnings delivered by officials.
