No end in sight for Haiti rebuild: minister

PORT-AU-PRINCE, Jan 6, 2011 (AFP) – It’s not clear when Haiti will be fully rebuilt, with five years needed just to rehouse the government, a top minister told AFP as the anniversary of the devastating 2010 earthquake approached.


The grim assessment by Jacques Gabriel, minister for public works, transport and communication, reflects how Haiti is struggling a year after the January 12 earthquake killed more than 220,000 and left some two million people homeless — about 20 percent of the population.

“The task will be very heavy, not just in the city, but in the provinces that were concerned and perhaps nationally,” Gabriel told AFP in an interview at his temporary office in the once picturesque, now squalid and half-ruined capital Port-au-Prince.


“It’s hard to give a time-frame, to say ‘two, three, five years.'”


Gabriel, a trained engineer, said even rehousing the government of this stricken nation, where the presidential palace lies in ruins, is not imminent.


“The state should be able to finance the construction of the administrative complex in the next five years,” he said in the interview Wednesday.


Haitians living in fetid tent camps are furious that a year after the disaster they are no closer to moving back into real houses. About 1.3 million people had to take shelter in camps, with another 600,000 cramming in with relatives and other hosts.


Aid groups estimate that only five percent of the rubble has been cleared, impeding attempts to rebuild. Officials say that only 40 percent of the rubble will have gone by August, a year and a half after the tragedy.


Former US president Bill Clinton, who is helping to coordinate relief efforts, called that performance “totally unacceptable,” while Oxfam says “indecision” is to blame for the lack of progress.


Gabriel admitted that of 390,500 buildings surveyed, less than 1,000 have been repaired by the Haitian authorities.


But he said that rebuilding on such a large scale simply can’t be done quickly.


“We have made an evaluation of the damage caused by the quake and we are working on a reconstruction plan for the city center in Port-au-Prince,” he said.


“Before rebuilding, you need studies, a global approach, a vision of how to rebuild, what to rebuild, in what conditions and in what ways, taking into account the seismic hazard.”


Defending himself against widespread accusations of going too slow, he said, “you also need to educate people, train technicians and build in a new way to avoid new catastrophes.”


A first big rehousing project is due to be launched on Wednesday, the anniversary, with a planned construction of 3,000 apartments in a neighborhood near the flattened presidential palace.


“It is a project for public housing with high-rises, but respecting the seismic norms, and housing hundreds of families,” he said.

Minister proposes strict punishments on polluters of Dong Nai River

Minister of Natural Resources and Environment Pham Khoi Nguyen has called for urgent action and severe penalties on plants that are polluting the waters of the Dong Nai River.

He made the statement at yesterday’s meeting with 12 riparian provinces to seek drastic measures to save the river, which is the main water resource for 12 riparian provinces within that area.
 
The minister said polluting plants should be penalized by law, suspended, closed or even asked to relocate.
 
Provincial and municipal administrators have to monitor tightly the use of fertilizers and insecticides, he said, adding that eco-friendly and hi-tech agricultural models need to be encouraged.
 
Mr. Nguyen emphasized that the river is a vital part of the region and that all effort should be made to preserve this important source of water supply to the provinces.
 
All socio-economic activities of the provinces depended on the river, he added.
 
Le Hoang Quan, chairman of the Ho Chi Minh City People’s Committee, asked the city’s relevant agencies to coordinate closely with other 11 provinces to keep watch on the discharge of waste into the river to prevent pollution.
 
He said if the river is not protected, it will have bad impacts on production and living conditions.
 
Hoang Duong Tung, director of the Center for Environmental Monitoring, said an average of 4.7 million cubic meters of wastewater is being discharged daily into the river, and 1.9 million cubic meters of that happens to be industrial wastewater.
 
Most of the wastewater is not treated before it flows into the river, he added.
 
Mr. Tung said about one-third of industrial parks and export processing zones has wastewater treatment systems, and only 14 percent of 300 enterprises in Binh Duong Province have been cleared of following environmental protection norms.
 
The concentration of pollutants in the river has by now exceeded permitted levels within the last five years, he said.
 
In the Saigon river the pollution level is so high that the water can’t be treated for household consumption, he added.

S.Korea names new defence minister in wake of shelling

SEOUL, Nov 26, 2010 (AFP) – South Korea named a presidential security aide and former career soldier as its new defence minister on Friday after the previous minister quit over North Korea’s deadly artillery bombardment.


Lee Hee-Won takes over from Kim Tae-Young, who resigned Thursday amid strong criticism that the military had reacted feebly to Tuesday’s attack.

The shelling, the first to hit civilian areas in the South since the 1950-53 war, killed four people on a border island and set homes ablaze. South Korea fired 80 shells at the North from the island in response.


Lee, 61, is a former four-star general who became deputy chief of the US-South Korea Joint Forces Command in 2005.


He retired from the military in 2006 and was appointed presidential security aide in May, after the sinking of a South Korean warship.


The South accuses the North of torpedoing the ship, a charge it denies. The incident fuelled cross-border tensions, which became acute after the artillery barrage.


Both the government and the military have been widely accused by the media and legislators of a weak response to the bombardment.


Seoul has said it will send more troops and guns to border islands and change the rules of engagement to let the military hit back harder in the event of another North Korean attack.

Showroom to remember late Prime Minister Vo Van Kiet unveiled

On November 23rd, the Vinh Long Provincial Department of Culture, Sports and Tourism held a workshop on the late Prime Minister Vo Van Kiet to unveil a showroom to remember him.


According to the Vinh Long Provincial Museum’s plan, the commemoration house of the late PM will show people his homeland photos, his initial revolutionary career, Vo Van Kiet and the youth volunteer movement, Vo Van Kiet and artists, Vo Van Kiet and national major structures, and Vo Van Kiet and the Mekong River Delta, to name a few.


It is expected that the showroom will be opened for the public on November 23rd, 2012 on the occasion of his 90th birthday.

MARD Minister calls on localities to actively cope with Storm Megi

Localities should co-ordinate with police and soldiers to evacuate people to safe areas, said Minister of Agriculture and Rural Development (MARD) Cao Duc Phat on October 18.


The Central Steering Committee for Flood Prevention and Control held an urgent meeting on October 18 to assist in overcoming consequences of Storm Megi and asked localities to actively cope with the storm.


At the meeting, MARD Minister Phat, also head of the Steering Committee for the Flood Prevention and Control asked localities to prepare rescue forces for Nghe An and Ha Tinh provinces. MARD also asked the Farming Department to assess damages caused by the storm and prepare breeds and fertilizers to help farmers restore production activities.


Minister Phat also urged these forces to continue to evacuate people in Ha Tinh and Nghe An to safe areas and provide them with water and food, and especially to provide medicines to help Ha Tinh residents deal with seriously polluted water resources.


It is forecast that the water level in Nghe An rivers continued to rise. Until 10am on October 18, floods left 10 dead and more than 100 households were evacuated to safe places. An estimated 15,166 houses were collapsed while more than 25,000 hectares of rice and industrial crops were submerged. Nine communes in the province were totally isolated.


On the occasion, Canon Vietnam presented gifts worth more than VND300 million to  households in Huong Tra and Phu Phong communes, Huong Khe district in Ha Tinh province.

Medical workers raise quality of treatment, healthcare through movements: Health Minister

Health Minister Nguyen Quoc Trieu said medical workers have raised quality of treatment and healthcare through joining actively in movements such as studying and following President Ho Chi Minh’s moral example, good doctors are also nice mothers of patients, doctors and nurses work following Uncle Ho’s teaching.

Mr. Trieu said this at an annual meeting to review movements among medical workers held by the Ministry of Health on Sep 28 in Hanoi.


The highlight of these movements is that epidemic prevention is conducted actively and effectively. Dangerous diseases like cholera, plague and malaria are under control.


Thanks to good vaccination campaign, infectious diseases in kids like measles, diphtheria, whooping cough and Japan encephalitis have reduced by over 10 percent compared to before.


In addition, the project to send doctors of the central hospitals to rural infirmaries to transfer high techniques to their countryside counterparts helped to reduce 30 percent of pressures on city hospitals and improve healthcare quality in distant regions.


Mothers and children healthcare has been better, contributing greatly to achieve Millennium Development Goals (MDGs).


Mr. Trieu emphasized the sector will focus on decreasing the rate of patients suffering from diseases and deaths as well as improve gender quality and healthcare system.


Attending the event were Deputy Prime Minister Nguyen Thien Nhan and exemplary doctors in the country.
