A flash flood prompted, by torrential rains, damaged or swept away several houses and injured two people in the northwestern province of Lao Cai at 7:30pm August 4.

Rescue forces help residents rebuild houses in Sa Pa District, Lao Cai Province

After the nearly one hour downpour, flood waters abruptly flowed down from Ham Rong Mountain and overwhelmed Sa Pa Town, said Hau A Lenh, Sa Pa District Party committee secretary. The mountain is located in the center of town.


This is the second time the province has been inundated by flash floods this year.


During the flood, primary school teacher Luong Thi Min, 50, was swept away as she was cutting grass near Nhu Spring, said Ma Quang Trung, director of Lao Cai Province Department of Agriculture and Rural Development.


Search and rescue forces found the woman’s body the next morning, according to a Dan Tri Newspaper report.


Lao Cai authorities moved to urgently evacuate 492 households from Van Ban, Bao Yen, Bat Xat and Sa Pa Districts.

Sa Pa ethnic kids lead to language invention

When PhD graduate in Plasma Physics Doan Ha Thang saw seven-year-old ethnic children speaking up to six languages to foreign tourists in Sa Pa , he realised the unlimited learning potential of young students.


Thang, 36, had long been pondering how to help Vietnamese labourers improve their foreign language skills to find jobs overseas.


Now, after nearly 14 months of research and development, he and his colleagues of the Vietnam Institute of Physics’ Centre have invented an English language teaching machine with advanced technology.


One of the strong points of the machine is that it can give a mark to learners and assess their ability.


The IOPT-Home teacher is four times the size of a pen. It is accompanied by a book which follows the Ministry of Education and Training English text book and uses the latest code and voice treatment technologies.


Piloted in two secondary schools in Hanoi and receiving good feedback, the machine was now available through the Education Publishing House, Thang said.


Trung Vuong Secondary High School English teacher Nguyen Thi Bich Hong said the machine was “convenient and user-friendly”.


Thang Long Secondary High School sixth-grade student Tran Hoai Nam said he did not feel ashamed mispronouncing or making another mistakes when he trialed the machine.


Hoang Thuy Nga, mother of a sixth grade student, said she would buy the machine.


Thang has received large orders from the Education Publishing House and Hanoi International Manpower Supply and Trade Company Limited and is expecting an enthusiastic response from the public.


He is now planning to develop software for other languages, such as Japanese, Chinese and Malaysian.

Snow and ice for Sa Pa

Low temperatures together with drizzling rain and fog has combined to produce snow and ice on the top of O Quy Ho Mountain Pass in Sa Pa District, a famous tourist area in the northwest province of Lao Cai.


Luu Minh Hai, deputy director of the Lao Cai Province Hydro Meteorological Forecast Center, said November 21 that temperatures were hovering around 1.5 degrees Celcius.

It is the region’s record-low for the year, Mr. Hai added.


All schools in Sa Pa District have been closed as local residents stay indoors to try to keep warm.


The temperature in Lao Cai City was 12 degrees Celcius on November 21.

French experts help develop Sa Pa tourism site

– The cooperation between northern mountainous Lao Cai province and Aquitaine, the largest south-western region of France, has yielded initial results.

Since 2002, experts from Aquitaine have helped Lao Cai to complete a development scheme for Sa Pa tourism town, including an architectural design and managerial regulations for the well-known resort locality.

Aquitaine has also helped Lao Cai devise a provincial tourism development scheme for the 2005-2010 period with a vision till 2020.

In addition, the French experts completed detailed designs for Sa Pa’s tourism resort and museum and helped print books and launch a website on Sa Pa trekking in both English and French.

In 2004, 53 botanical species that Aquitaine provided to Lao Cai, four out of 14 grape species have been selected for long-term growing. Every year, Aquitaine also sent experts to Lao Cai to directly help in cultivation technique.

From now until 2012, Aquitaine will continue helping to expand Sa Pa town and the acreage of grape and other fruit trees from temperate zone as well as introduce Lao Cai to tourists from France and other EU member countries and help increase the capacity of the Lao Cai Provincial Tourism Information Centre’s operation.

Furthermore, Aquitaine will introduce Lao Cai potential and strengths to its businesses in order to help them implement foreign direct investment projects in the province, particularly a project on combining tourism and grape and fruit cultivation and processing in Sa Pa district and the other on fresh fruit cultivation and processing in Bac Ha district.

Each year, Aquitaine will provide two or three scholarships in tourism management, grape cultivation and grape wine processing to Lao Cai students. It will also send trainees to practise in tourism, hotels, and culture conservation in the province.

Both sides also agreed to cooperate in personnel training for managing and exploiting the Hoang Lien National Park.
