General Phung Quang Thanh pays a visit to General Vo Nguyen Giap

PANO – Politburo member and Defence Minister, General Phung Quang Thanh, yesterday visited and presented a gift to General Vo Nguyen Giap.


On behalf of the Military Central Commission, the Defence Ministry and the whole army, General Phung Quang Thanh congratulated General Vo Nguyen Giap on the 66th founding anniversary of Vietnam’s People’s Army and 21st anniversary of All-People National Defence Festive Day.


He also expressed deep gratitude of the entire army for the General’s remarkable contributions during the process of building and developing the army.


General Giap’s devotion to the nation and the revolutionary cause of the Vietnamese people has always been a bright example for the entire army to study and follow.


The Defence Minister also briefed General Vo Nguyen Giap on the progresses and outstanding efforts of the People’s Army and civil defence in the cause of defending national sovereignty and preserving peace for the cause of national development.


The Defence Minister also promised to work hard to further develop the nation’s heroism and to ensure that the army is the firm reliance of the Party, the State and people and wished General Vo Nguyen Giap, the eldest brother of the Vietnam’s People’s Army and armed forces, longevity and good health.

Polluter Vedan pays pledged compensation to affected farmers

Vedan Vietnam transferred August 17 VND22.874 billion (US$1.2 million) to the Ho Chi Minh City Farmers Association to compensate farmers for losses it caused to them by polluting the Thi Vai River.

The money is half of the compensation amount which the Taiwanese MSG producer has pledged to give affected farmers in the city’s Can Gio District.
 
On the same day, Vedan transferred VND26.8 billion ($1.4 million) to the Ba Ria-Vung Tau Province People’s Committee to compensate affected farmers in the province.
 
The company also remitted additional VND500 million ($26,300) to the committee to cover the province’s cost of inspecting and calculating economic losses suffered by affected farmers.
 
According to agreements signed on August 13 between Vedan and representatives of the city and province, the remainder will be transferred on January 14, 2010 at the latest.


Vedan has yet to strike any deal with Dong Nai Province which suffered most from the pollution, with total estimated damages of nearly VND120 billion ($6.3 million).


Dong Nai authorities and farmers are still arguing about the rate of compensation.

Pilot project to abrogate grassroots councils pays off

The pilot project to abolish people’s councils at district- and commune-levels has reaped positive results after over a year of performance, according to the Ministry of Home Affairs.

Launched in April 2009 in 67 suburban districts, 32 urban districts and 483 wards of 10 cities and provinces throughout the country, the pilot project has initially helped reduce intermediary levels, simplify the apparatus, shorten the time needed for procedures and cut budget spending for the organisation and operation of people’s councils.

For example, the number of councillors at all levels in the central city of Da Nang has dropped from 1,340 to 452, while its yearly expenses for operation of people’s councils were cut by 7 billion VND.

The project also helped enhance the power, responsibility and activeness of people’s committees at the district- and commune-levels in managing socio-economic development activities.

They can now take direct orders from provincial people’s committees instead of having to wait for the people’s councils to approve the orders first.

The jurisdiction and responsibility of chairpersons of people’s committees at all levels have been strengthened, especially in approving planning schemes as well as in administrative and personnel affairs.

It is important to note that the right to mastery of residents in the localities where there are no grassroots-level people’s councils has been guaranteed and promoted via activities of National Assembly deputies, councillors of the provincial and municipal People’s Councils and representatives of the Vietnam Fatherland Front and political-social organisations at all levels.

New and concrete rules have been put in place to ensure the public can access information and voice their opinions on local issues as well as exercise their right to democracy. The targeted localities have paid due attention to receiving people and dealing with their denouncements, complaints and proposals.

Such districts as Thuy Nguyen in the northern port city of Hai Phong and Binh Chanh in the southern largest hub of Ho Chi Minh City have the initiative to hold monthly dialogues between local authorities and people.

The preliminary survey shows socio-economic development in the targeted localities has kept growing, while the number of poor households has dropped rapidly.

State President pays tribute to fallen soldiers

The State and people of Vietnam from generation to generation always show their great gratitude to soldiers who had fallen for the national liberation and unification, said State President Nguyen Minh Triet.

The State President made the statement at a ceremony to honour 12 units and 29 individuals as heroes of the People’s Armed Forces on April 17 in Ho Chi Minh City on the occasion of the 35 th anniversary of the Liberation of South Vietnam (April 30).


President Triet said the footprints of heroes can be recognised across the country as each citizen could become a soldier and a hero and that martyrs are the symbols of the revolutionary heroism.


He called on the entire Party and people of Vietnam to continue their efforts further develop the country along the socialist orientation, following the late President Ho Chi Minh’s recommendation on determination to protect the Communist Party of Vietnam, the socialism and national sovereignty, deserving the sacrifices of martyrs.


The awardees of the title are units and individuals who had attained remarkable achievements during the war against the French colonialists, the American imperialists as well as the process of national construction and defence.

Dak Lak pays tribute to elephant hunters

The Central Highlands province of Dak Lak December 19 paid homage to the practice of elephant hunting by local ethnic people in Krong Ana Commune, Buon Don District.

The event was part of the Buon Ma Thuot-Dak Lak Culture and Tourism Week, hosted by the province from December 16-20.


Tourists and locals watched December 19 as 31 hunters rode 15 tamed elephants to catch a wild elephant.


The father of elephant hunting is N’Thu K’Nul from Laos, who was born in 1928.


He was also the founder of Ban Don, a famous area of Buon Don District with a long tradition of hunting and taming elephants.


He captured hundreds of elephants including a rare white elephant, which he presented to Thai royalty in 1861.


The King of Thailand at the time conferred him the title of “Khunjunob,” meaning “elephant hunting king.”

Ex-Samsung chairman pays 91 million dollar fine

SEOUL (AFP) – The former head of South Korea’s largest business group Samsung has paid a fine of more than 90 million dollars in a single instalment, officials said Monday.

A court last month had sentenced Lee Kun-Hee to a suspended three-year prison term and a fine of 110 billion won (91.2 million dollars) for his role in a 1999 bond issue.


Lee decided not to appeal the ruling that he was guilty of breach of trust over the issuance of Samsung SDS bonds with warrants. The exercise was aimed at transferring management control over the group to his only son Lee Jae-Yong.


The court found that the bonds were issued at below market price and that the group subsidiary lost 22.7 billion won as a result. It suspended Lee’s jail term for five years.


The Supreme Prosecutor’s Office confirmed Lee paid the entire fine last Friday to one of its Seoul branch offices.


Forbes Asia in April listed Lee as Korea’s richest man, with assets estimated at 3.9 billion dollars.


Lee, 67, led Samsung for almost 20 years and was widely credited with turning it into a global brand. He stepped down in April 2008 following an investigation by special prosecutors into claims by a former group lawyer of irregularities.


In a separate trial Lee was convicted of tax evasion, received a suspended prison sentence and was fined 182 billion won. That fine was paid in May last year.
