A flash flood prompted, by torrential rains, damaged or swept away several houses and injured two people in the northwestern province of Lao Cai at 7:30pm August 4.

Rescue forces help residents rebuild houses in Sa Pa District, Lao Cai Province

After the nearly one hour downpour, flood waters abruptly flowed down from Ham Rong Mountain and overwhelmed Sa Pa Town, said Hau A Lenh, Sa Pa District Party committee secretary. The mountain is located in the center of town.


This is the second time the province has been inundated by flash floods this year.


During the flood, primary school teacher Luong Thi Min, 50, was swept away as she was cutting grass near Nhu Spring, said Ma Quang Trung, director of Lao Cai Province Department of Agriculture and Rural Development.


Search and rescue forces found the woman’s body the next morning, according to a Dan Tri Newspaper report.


Lao Cai authorities moved to urgently evacuate 492 households from Van Ban, Bao Yen, Bat Xat and Sa Pa Districts.

Prime Minister presents meaningful gifts to Truong Sa

Prime Minister Nguyen Tan Dung has decided to present meaningful gifts to the Truong Sa Islands.


In his visit to Myanmar, from April 2nd to 4th, the Prime Minister was presented with two jade Buddhas from the World Buddhist Shangha and a Buddha’s sarira (sariras are relics , though it usually refers to a kind of pearl or crystal – like bead – shaped objects that are purportedly found among the cremated  ashes of Buddhist spiritual masters) from the Council of Shwedagon Pagoda.


The Prime Minister then decided to represent these gifts to Vietnam Buddhist Shangha.


However, the Prime Minister recommended that these two jade Buddhas should be placed at Song Tu Tay and Truong Sa Lon Islands in Truong Sa Archipelago, said Minister Nguyen Xuan Phuc, Head of the Governmental Office yesterday.


“These are meaningful gifts from the World Buddhist Shangha and Myanmar’s Shwedagon Pagoda. The two jade Buddhas, which will be placed in the islands in Truong Sa, are also very meaningful to confirm Vietnam’s sovereignty on the area,” Mr. Nguyen Xuan Phuc said.


According to Mr. Nguyen Xuan Phuc, Prime Minister Nguyen Tan Dung also asked Vietnam Buddhist Shangha to help extend his thanks to the World Buddhist Shangha.

Uncle Ho’s Memorial House inaugurated in Truong Sa

The Truong Sa island District in Khanh Hoa province held a meeting on May 19 to mark the 120th anniversary of President Ho Chi Minh birthday and to inaugurate Uncle Ho’s Memorial House.


The memorial house has a statue of Uncle Ho made of bronze and weighting nearly 1 tonne, and a collection of documents on revolutionary cause and relationship with the armed forces and the people.


Bien Van Quang, vice chairman of the Truong Sa district People’s Committee said that inauguration of Uncle Ho Memorial House is a place for local people to meet, study and follow President Ho Chi Minh’s moral example.

Life prospers on Truong Sa archipelago

When taking a trip to the town of Truong Sa Lon in the Truong Sa (Spratly) island district of the southern coastal province of Khanh Hoa archipelago, visitors are often surprised to see that life here is very similar to any other town in the country.


Nobody can imagine that they are hundreds of nautical miles away from the mainland when seeing houses with red-tiled roofs amid the orchards and trees, children on their way to school or women visiting pagodas on the fifteenth day of the lunar month.


Truong Dinh Phuong, a resident in Truong Sa Lon (Big Truong Sa) town, told a Vietnam News Agency reporter that his family lacks nothing, although the facilities on the island are somewhat limited compared to the mainland.


Built on a plot of 200sq.m, Phuong and his wife’s red-roofed and yellow-walled house is equipped with a wind and solar power system. Like other families on the island, Phuong’s family can use any electrical appliance that they choose.


These days the distance between the mainland and Truong Sa has been further shortened, as the Viettel mobile phone network now covers Truong Sa archipelago.


32-year-old resident Dang Thanh Chuong said that people on the island are very friendly and supportive. Fishermen donate fish to soldiers after bumper catches and soldiers give back things that they grow or raise such as fruit, vegetables, pigs and chickens, he added.


His wife and daughter who live with him on the island said that contributing to the development of Truong Sa makes them happy as they feel that they are fulfilling their responsibility to the motherland.


These are our waters, where we do our fishing and the island is our second fatherland where my entire family belongs,” said another resident Vo Van Truong.


Apart from the soldiers who defend the country’s territorial waters, local residents like Chuong and Phuong, as well as other young leaders, including the Vice President of Truong Sa Lon town Nguyen Quoc Thien and President of the town’s Vietnam Fatherland Front Le Minh Canh are those who have contributed to the vitality of Truong Sa Lon, and as well as of the country’s islands as a whole.

Sa Pa ethnic kids lead to language invention

When PhD graduate in Plasma Physics Doan Ha Thang saw seven-year-old ethnic children speaking up to six languages to foreign tourists in Sa Pa , he realised the unlimited learning potential of young students.


Thang, 36, had long been pondering how to help Vietnamese labourers improve their foreign language skills to find jobs overseas.


Now, after nearly 14 months of research and development, he and his colleagues of the Vietnam Institute of Physics’ Centre have invented an English language teaching machine with advanced technology.


One of the strong points of the machine is that it can give a mark to learners and assess their ability.


The IOPT-Home teacher is four times the size of a pen. It is accompanied by a book which follows the Ministry of Education and Training English text book and uses the latest code and voice treatment technologies.


Piloted in two secondary schools in Hanoi and receiving good feedback, the machine was now available through the Education Publishing House, Thang said.


Trung Vuong Secondary High School English teacher Nguyen Thi Bich Hong said the machine was “convenient and user-friendly”.


Thang Long Secondary High School sixth-grade student Tran Hoai Nam said he did not feel ashamed mispronouncing or making another mistakes when he trialed the machine.


Hoang Thuy Nga, mother of a sixth grade student, said she would buy the machine.


Thang has received large orders from the Education Publishing House and Hanoi International Manpower Supply and Trade Company Limited and is expecting an enthusiastic response from the public.


He is now planning to develop software for other languages, such as Japanese, Chinese and Malaysian.

Festival to honour Hoang Sa Fleet due in April

A ceremony to commemorate the soldiers and sailors of the Hoang Sa (Paracel) Flotilla on Ly Son island, the central province of Quang Ngai) will be held from April 28-29 (the 15 th and 16 th days of the third lunar month).


According to Nguyen Dang Vu, Director of Quang Ngai’s provincial Department of Culture, Sports and Tourism, the Paracel Soldier Feast and Commemoration Festival, which is held annually on the second or third lunar month, is a spiritual activity for the people on Ly Son island, as this is when they express their gratitude to their ancestors who sailed across the East Sea hundreds of years ago to defend the country’s Hoang Sa and Truong Sa (Spratly) archipelagos.


The festival is proposed to be the focal point of the first Festival for Vietnam’s Sea and Islands and is scheduled to be held in April 2012, the 180 th anniversary of the founding of Quang Ngai province.


One of the most important rituals in the festival is the launching of imitation boats with effigies representing the Hoang Sa-Truong Sa fleets sailors into the sea.


Artisan Vo Hien Dat, who is called the builder of the boats that carry the souls, said that each boat measures 4m in length, 1.2m wide and nearly 1m tall and their building must be entrusted to elderly and prestigious people from local families and villages.


As well as the festival, the provincial Department of Culture, Sports and Culture also inaugurated a collection of historical and cultural relics from the Hoang Sa-Truong Sa fleet, including the An Vinh Communal House, a statue of the Hoang Sa-Truong Sa fleet, a museum containing the fleets valuable documents on the fleet, the empty tombs of some of the leading sailors and a temple commemorating the fleet.


The department will grant the Ministry of Culture, Sports and Tourism’s certificate of merit to the Dang family, who deserve the credit for preserving and presenting the valuable historical documents concerning the sovereignty of the Hoang Sa and Truong Sa archipelagos.
