Capital to spend equivalent $10 million for Lunar New Year welfare

The Hanoi People’s Committee has decided to spend nearly VND200 billion (US$10 million) on purchasing gifts to help the vulnerable groups in society.

The Tet gifts will be given to the poor, lonely seniors and welfare beneficiary families; in order that they too can enjoy a happy Lunar New Year, which begins on February 3.

Nguyen The Hung, deputy director of Hanoi Department of Labor, Invalids and Social Affairs, said the department is making every effort in ensuring that no person goes hungry, during the Tet holidays.

During the Tet holidays, more than 730,000 people will be offered gifts. These will include 1,000 old men, over the age of 100, and over 148,000 poor families.

Furthermore, the People’s Committee will use subscriptions in order to help disabled people enjoy the Tet holidays. Additional money will be given to orphans and the poor.

The capital will also give gifts worth VND100,000 to each drug addict; and each cadre will receive gifts worth VND200,000 each in rehabilitation centers.

Gov’t to spend US$243 mil on school upgrades

Prime Minister Nguyen Tan Dung has approved the allocation of VND4.5 trillion (US$243 million) from Government bonds this year to continue a project aimed at upgrading schools and communal houses for teachers for the 2008-2012 period.

The announcement was made by Deputy Minister and Minister of Education and Training Nguyen Thien Nhan during an online conference held March 8 with local authorities to estimate results of carrying out the project in 2009 and announce plans for 2010.

The Ministry of Education and Training has ordered provincial and city people’s committees to quickly release enough capital for projects that have had their investment procedures completed.

The capital should be preferentially given to works in poor districts, the ministry instructed.

The ministry also proposed that the PM allow localities with a high capital release rate to obtain capital for 2011 in advance.

After two years of carrying out the project, the total number of classrooms approved for construction was 62,063. To date, 55,723 or 90 percent are finished or under construction and 32,469 rooms are currently in use.

The number of communal rooms to be built for teachers was targeted at 18,942. So far, 11,953 rooms have been completed and are in use.

China to spend 146 bln USD on quake reconstruction

Beijing (VNA) – China will spend 1 trillion yuan (roughly 146.5 billion USD) over the next three years to rebuild infrastructure in area ravaged by the May 12 earthquake, according to the China Post newspaper.

Citing a report by the National Development and Reform Commission (NDRC), the newspaper said the funds would have the goal of making “basic living standards and economic development match or exceed pre-quake levels”.

The budget, allocated to 51 of the hardest-hit counties in Sichuan, Shaanxi and Gansu provinces, would include 120 billion yuan for health, education and other basic services, the NDRC said.

Other funds would be used for housing construction, industrial development, environmental protection and big-ticket infrastructure projects, including a multi-billion yuan railway connecting Sichuan capital Chengdu with the quake-damaged town of Dujiangyan.

The 8 magnitude earthquake hitting the Southwestern province of Sichuan on May 12 killed 80,000 people and left about 10 million homeless.-
