Northern residents struggle for their livelihood in icy weather

People in the northern region have experienced much hardship caused by the extreme cold weather, with temperatures continuing to remain below 10 degree Celsius.

Yesterday morning female porters along the Nhue River bank in Hanoi had not found any work due to the cold weather condition. As a result, they gathered and made a fire to keep warm.


Similarly, some women from the Xuan La Commune, Tay Ho District, were found huddle together, trying to keep warm instead of searching for shellfish in the Tay Lake as usual although the price of a kilogram of shellfish has skyrocketed from VND11,000 to VND20,000 a kilogram.


Elsewhere in Tu Liem District, thousand of people start work early at 1am in order to harvest their vegetables and flowers. This is to ensure that their products will be sold at the markets on time.


Mountainous regions see cattle die in the hundreds


Loc Binh District in Lang Son Province, on Sunday reported a lot of cattle die from the cold weather. The worst affected area was in Mau Son Commune, where temperatures fell to -1 degree Celsius, causing dead to hundreds of buffalos. Most of the cattle were old or calves.


Local resident Nguyen Thanh Lan said many traders have come to Mau Son in order to buy the dead cattle. The prices were VND200,000-300,000 for a calf and VND1 million for a buffalo.


Lan further said, that if the cattle had lived they would fetch a price of VND3-5 million and VND10 million, respectively.


Early in the New Year, over 50 buffalos from the Pac Nam District of Bac Kan Province, were found dead, due to cold weather condition. The provincial governor did at that time instruct local farmers to move their cattle out of the district, aiming to find more appropriate shelter for the animals.


People in the provinces of Ha Giang, Lang Son, Cao Bang and Bac Kan are very concerned that if the cold weather continues, more cattle will die.

Two cold fronts make their ways to Vietnam

A cold front has moved into northern Vietnam while another is likely to follow on January 5 making the northern and central regions extreme cold in several portions in the next six to eight days.


The National Hydro Meteorological Forecasting Center said that the later cold front will even affect the southern region, making the temperature slide below 21 degree Celsius in Ho Chi Minh City.


Meanwhile, the northern provinces will be benumbed with the mercury plunge to only 0 degree Celsius. Frost is forecast to occur in several areas.


The country waters will continuously experience northeasterly winds at level 6-7 (39-61 kilometers an hour) and gales up to level 8-9 (62-88 kilometers an hour) in the next ten days.


Boat should keep watch of waves up to 3-5 meters.

Malaysia wins their first ASEAN Cup

Malaysia beat Indonesia 4-2 on aggregate to win the ASEAN Football Federation (AFF) Suzuki Cup for the first time in the country’s history on Dec. 29 in Jakarta, Indonesia.


A loss of 1-2 to the hosts in the final’s second leg match could not stop Malaysia from opening a new chapter in the history of the regional football tournament which up until now had been dominated by three-time winners Thailand and Singapore.


Mohd Safee Sali opened the scoring for Malaysia nine minutes after the break. Until then Indonesia had made things difficult for their opponents, attacking aggressively with a view to levelling the three-goal deficit they faced after the first leg match.


The talented player who scored twice in the semi-final against Vietnam got his goal after he received a long-range pass and shot truly into the net.


The goal made him the top striker of the tournament with five goals to his name.

Indonesia, with their President watching on, found their equaliser in the 71st minute when defender Mohammad Nasuha scored from near the edge of the box.


His team doubled their tally 17 minutes later when Muhammad Ridwan scored his third goal at the tournament. His strong shot deflected off a Malaysian player before entering the net.


Malaysia is surprise winner of the tournament. At the previous championship two years ago they were ousted in the qualifying round.


This time they were placed in the ‘group of death’ together with Thailand and Indonesia and after their humiliating 1-5 loss to hosts Indonesia in the group stage, no one gave them a chance.


The team, which only made it through to the knockout stage after Thailand, the most powerful team in Southeast Asia, was eliminated from the championship.


However, after that they had a complete reversal of form. First there was a great 2-0 victory over defending champion Vietnam in the semi-final and then a 3-0 victory over Indonesia in the final’s first leg on Dec. 26.


It has been be a very successful year for Malaysia with two important titles going to them in the last twelve months. Last December Malaysia defeated Vietnam 1-0 to claim the Southeast Asian Games Cup.


The Dec. 29 match did not help Indonesia’s coach Alfred Riedl shake off his ‘Mr Silver’ moniker. Once again, he pocketed a silver medal, just as he has done on every single occasion he has taken a team to a tournament final. The previous occasions were when he worked with Vietnam several years back.

State Bank tries to prevent banks from increasing their interest rates

The State Bank of Vietnam has ordered its branches to monitor all other banks that have an interest rate higher than 14 percent a year.

The State Bank is trying to prevent banks increasing interest rates

On Wednesday, Vietnam Technological and Commercial Joint Stock Bank (Techcombank) raised its one month interest rate to 17 percent per year, which will apply from 8-10 December with deposits of more than VND100 million.  As soon as this happen, other joint stock banks, also changed their interest rates to 17.5 and 18 percent a year.


Specifically, the floating interest rate of 36 month deposit of a bank was rebounded up to 18 percent a year, for all deposits over VND5 million.


Ho Huu Hanh, director of the State Bank of Vietnam in Ho Chi Minh City, said he has asked four delegations to investigate the banks about the skyrocketing interest rate.


This discision immediately made some banks reduce their interest rate from 17-18 to 14 percent a year.


An official from Techcombank said, “That it had not increased the interest rate of savings deposit to 17 percent, but it was only a promotional program for those long term customers”.


Furthermore, the State Bank in Hanoi has expressed their disagreement with the rising interest rate, saying it that it gave some banks an unreasonable advantage, which may lead to unfair competition.


Techcombank’s action had lead to a movement of deposits from other banks, forcing them to elevate their interest rates.


Meanwhile, Nguyen Duc Vinh, general director of Techcombank, admitted his bank had not being able to anticipate this affect, and has promised to cancel the program.


After the meeting, thousand of banks, agreed to lower their rate to 14 percent a year.


A spokesperson from the State Bank said, “The inflation rate this year will not exceed 12 percent, so, there is no reason for banks to raise their interest rate to 17-18 percent a year”.


In a related move, the State Bank has pledged to provide loans to smaller banks. All these banks require is to present their credit contracts, to the State Bank, to approve their for loans.


However, a joint stock bank’s leader said, “Some small banks are afraid to borrow capital, because they will be closely monitored by the State Bank, and this will lead to the larger banks raising their interest rates again”.

WWF to take responsibility for their mistake on Vietnam’s pangasius

A working session on resolving an issue that the World Wildlife Fund (WWF) has announced the Vietnamese catfish in the Red List between the Ministry of Agriculture and Rural Development (MARD) and WWF will be held on December 8, said Mr. Pham Anh Tuan, deputy head of the General Department of Fisheries.


Mr. Pham Anh Tuan said, “The WWF will have to correct their announcement, if they haven’t got any evidence”.
 
He also went on to state, “The two parts ought to have cooperated with each other in the first place, in order to avoid any regrettable outcome, and that The International Fund for Nature has made a serious mistake,” Mr. Nguyen Viet Thang, chairperson of the Vietnam fish association.


“The Mekong giant catfish, Pangasianodon gigas, is a species of catfish, native to the Mekong basin in Southeast Asia. The Mekong’s giant catfish, which is 3.2m high and 300kg in weight currently, holds the Guinness Book of World Record’s position for the world’s largest freshwater fish. Vietnam’s pangasius is a usual catfish which is bred widely,” he explained.


Vietnam will send proposals to international organizations and WWF to make the information clearer.

Asian children draw their lives

A painting contest called “Asian Children’s Artists Day Mitsubishi-Enikki 2010-2011” was launched in Hanoi on October 13.

Children aged between 6 and 12 are entitled to enter the contest, which has been co-organised by the Ministry of Culture, Sports and Tourism’s Department for Fine Arts, Photography and Exhibitions and the Japanese Union of UNESCO Associations.


With the theme “This is my life”, the entrants have to describe their daily lives in the form of a pictorial diary of five paintings, with a short description of each picture they draw.


The contest is aimed at encouraging children to explore their artistic creativeness and express their own understanding and experience of life.

Universities told to improve their training

Improvements in Vietnam’s tertiary education must be in line with rules, appropriate to the reality and encourage creativity, said Deputy Prime Minister Nguyen Thien Nhan.

He made the statement at a meeting of the Ministry of Education and Training (MOET) held on September 1 in Ha Noi to review the 2009-10 academic year and launch plans for the new academic year.


Deputy PM Nhan urged universities to continue improving the standard of teachers so that those at universities have higher qualifications than bachelor degrees.
 
He asked universities and colleges to foster training based on the demand of the society, and their current capacity to deliver education in certain core subjects.
 
Each school should offer at least one core subject demanded by the market, and also place emphasis on a subject which is its forte to offer according to international standards, he added.
 
He also stressed importance of evaluating instructors, which will ensure teaching quality. He said schools also need to send teachers abroad for training.


Tran Thi Ha, director of MOET’s Department of Higher Education, said there remained many weaknesses in tertiary education management. These included a lack of proper legal documents on higher education management, qualified teachers and poor infrastructure.


Some universities and colleges did not follow the compulsory regulations on reporting to MOET, with 39 per cent of the country’s universities and colleges having failed to file a report.


Representatives of universities and colleges at the meeting said current financial mechanism has caused difficulties for the tertiary education sector, adding that school fees are too low to cover training costs, and allocation of State budget for the sector is unequal.


Schools asked the ministry to give them more independence in terms of finance, infrastructure facilities, teaching and learning conditions, and enrollment.


Participants at the meeting also raised the issue of universities co-operating with foreign educational institution without asking for permission from MOET.


Nguyen Xuan Vang, director of the International Training Department, said that the ministry would issue new regulations to ensure stricter control.

Universities told to lift their standards

Deputy Prime Minister Nguyen Thien Nhan yesterday urged universities to continue improving the standard of teachers so that those at universities had higher qualifications than bachelor degrees.

He was speaking at a meeting of the Ministry of Education and Training (MOET) held yesterday in Ha Noi to review the 2009-10 academic year and launch plans for the new academic year.


The meeting also discussed the implementation of the Government’s Instruction 296 on renewing university education management for the 2010-12 period and the National Assembly’s Resolution 869 on setting up a team to supervise the adherence to regulations on establishing and investing in universities and improved teaching quality.


Regarding Instruction 296, 311 universities and colleges nationwide, accounting for 76.4 per cent of the total, had completed their report on the implementation of the instruction.


Meanwhile, supervision teams had carried out examinations in 13 ministries and sectors and 51 educational institutions.
